This recruitment is
open to the public and will establish an open eligible list. This list will be used to fill current and future Operations and Maintenance Administrator vacancies. This eligible list may be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE DEPARTMENTSOC Public Works (OCPW) provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability. OCPW is a unique County department comprised of ten (10) service areas: Administrative Services; Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; and OC Operations & Maintenance.
OC Facilities Maintenance ensures the efficient and innovative operation, maintenance, and reliability of a diverse portfolio of County-owned and leased facilities. The department ensures that buildings and building systems are maintained in a safe, functional, and efficient condition to support critical public services and the daily operations of County departments. The Sheriff’s Department Research and Development Division (R&D) supports the department’s mission by developing and maximizing resources necessary to advance law enforcement objectives and department goals through cost effective, innovative opportunities and partnerships. The division facilitates department-wide construction and maintenance for sheriff’s facilities, manages fleet vehicles, provides grant writing and assistance, procures available state and federal equipment, inventories and issues department equipment, processes uniform needs and conducts research and special projects without compromise to quality, safety or service.

THE OPPORTUNITIESThe Maintenance Manager in OCPW will be responsible for directing the daily actions of trade supervisors and journey level employees to ensure County facilities are maintained in a constant state of readiness. The incumbent shall direct a diverse group of trade staff in the coordination of all assigned work requests ensuring continuity of County operations. This position is responsible for the accurate accounting and processing of all parts and materials transactions that support preventive maintenance and maintenance repair project demands. The incumbent will develop, oversee and optimize maintenance capacity contracts that support internal trade shops. In addition, they will be responsible for the development, operation and continuing optimization of the Computerized Maintenance Management System (CMMS).
The Maintenance Manager in R&D is vital for overseeing and ensuring the effective execution of regular preventive maintenance and repairs for the physical infrastructure, including, but not limited to, approving and recommending capital replacements and improvements for the Orange County Sheriff’s Department's buildings and campuses.
The Maintenance Manager will also be responsible for supervising the planning staff within the shops, assessing and coordinating their activities to ensure that planning processes are efficient and streamlined. This role includes serving as the designated safety representative, guaranteeing compliance with all safety protocols and fostering a robust safety culture throughout all operations.
The incumbent will collaborate in the efficient administration of the Computerized Maintenance Management System (CMMS). This responsibility encompasses maintaining preventive maintenance (PM) standards, ensuring asset management accuracy, and effectively managing capital replacement schedules. Furthermore, the role entails significant responsibility for overseeing the accountability and reliability of service and commodity contracts from external vendors.
Duties and responsibilities may include, but are not limited to:
- Ensure all scheduled preventive maintenance tasks are performed as directed using the preventative maintenance system
- Lead root cause analysis (RCA) for equipment failures and facility system deficiencies and implement corrective actions
- Oversee the implementation, and management of maintenance capacity contracts
- Coordinate departmental resources in support of prioritized client and maintenance request as outlined by the planning manager
- Provide an annual outline of recommended maintenance and repair projects for those assets that can no longer be effectively maintained by normal preventive maintenance efforts
- Responsible for operational oversight and the coordination of resources to support capital projects execution
- Respond to inquiries, requests, emergency calls, and complaints, while facilitating or participating in meetings as necessary
- Analyze data from the Computerized Maintenance Management System (CMMS) to identify trends and opportunities for improvement within the maintenance process
- Develop and optimize maintenance schedules to enhance operational efficiency
- Prioritize service requests based on their urgency, resource availability, and potential operational impact
- Evaluate vendor performance and manage relationships with third-party contractors to ensure service quality
- Identify workflow issues and ensure compliance with state and local regulations, including those pertaining to fire protection, backflow systems, emergency generators, elevators, escalators, and other compliance-related equipment

DESIRABLE QUALIFICATIONS & CORE COMPETENCIESThe ideal candidate will possess two (2) years of management experience in leading and managing a large facilities maintenance team within a public works, public sector, or similar environment. The ideal candidate will also have extensive experience supervising various trades staff (carpenters, electricians, plumbers, metalsmiths, locksmiths, mechanics, etc.). A working knowledge of a computerized maintenance management system (CMMS) is required.
In addition, the ideal candidate will also possess knowledge and experience in the following core competencies:
Technical Experience & Knowledge- Demonstrate the ability to leverage CMMS data, asset performance metrics, and predictive maintenance analytics to drive informed decision-making, optimize preventive maintenance strategies, reduce downtime, and improve overall facility and equipment reliability
- Demonstrate the ability to multi-task various assignments throughout a given time period
- Demonstrate the ability to lead and manage a large facilities maintenance team within the public sector or similar environment
- Ability to plan, assign, direct, and coordinate a variety of functional specialties with overlapping work areas
- Ability to provide maintenance resources to support capital projects, county buildings, and service centers
- Align the organizational objectives with the employees' skills, competency requirements, development plans, and the delivery of results
- Understand the importance of organization and planning to allocate resources for preventive maintenance, tenet request, and maintenance repair projects demands
- Highly proficient in Microsoft Office applications such as Excel, Word, Outlook, and PowerPoint
- Principles and practices of coordinating operations and maintenance services such as maintenance shop management, facilities maintenance, parks maintenance, fleet and equipment maintenance & management; infrastructure maintenance; and parking operations
- Principles and practices of facility management and planning

- Write clear and concise, composing informative and convincing memos, emails, letter, reports, and other documents

SPECIAL QUALIFICATIONSApplicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.
Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Services (N.A.C.E.S.).
The position with the Sheriff’s department at R&D will be assigned to manage maintenance work at Sheriff facilities and detention facilities.
