THE DEPARTMENT The Community Development Department supports the City’s vision for safe, orderly, and well-planned growth through the work of the Planning Division and the Building & Safety Division. The Planning Division is responsible for land use review, environmental review, long-range planning, and implementation of the General Plan and Development Code. The Building & Safety Division is responsible for building permit review, permit issuance, construction inspection, and enforcement of adopted building codes to help ensure the safety, accessibility, and quality of the built environment. Together, these divisions guide development from initial land use review through construction and final occupancy.
THE OPPORTUNITYThe Senior Building Inspector plays a key leadership role in supporting safe, high-quality development throughout the City. This position is responsible for leading complex building inspection and plan review activities for residential, commercial, and industrial projects, while ensuring compliance with applicable building, zoning, safety, accessibility, and related codes and standards. Serving as a technical expert within the Building & Safety Division, the Senior Building Inspector provides guidance and mentorship to inspection staff, assists with code interpretation, conducts detailed field inspections, and supports consistent application of adopted codes and City procedures. The role requires sound judgment, technical expertise, professionalism, and the ability to work collaboratively with architects, engineers, contractors, property owners, City staff, and leadership. This is an excellent opportunity for an experienced code professional who is ready to take on greater responsibility, exercise independence in the field, contribute to process consistency, and help safeguard the health, safety, accessibility, and welfare of the community through effective inspection services.
The Senior Building Inspector will be responsible for, but not limited to, the following:
- Lead and perform complex residential, commercial, and industrial building inspections to verify compliance with applicable codes, approved plans, specifications, and City standards.
- Review building plans and related documents for compliance with structural, life safety, energy, accessibility, and other applicable code requirements.
- Interpret and apply building codes, regulations, policies, and procedures, and provide clear technical guidance to contractors, design professionals, property owners, and City staff.
- Review and process permit applications, assist with fee calculations, and resolve complex or escalated permitting and inspection-related issues.
- Prepare clear and accurate inspection reports, correction notices, compliance documentation, and records of deficiencies or required actions.
- Provide technical direction, training, and mentorship to building inspection staff to support consistency, accuracy, and professional development.
- Coordinate inspection, plan review, and permitting activities with other City departments, outside agencies, consultants, and project stakeholders.
- Respond to public inquiries, complaints, and disputes related to building inspections, plan review, code requirements, and permit conditions.
- Conduct field observations, identify operational or service-level concerns, and recommend improvements to inspection practices and procedures.
- Support departmental goals by contributing to efficient, consistent, customer-focused, and high-quality service delivery.
- Attend and participate in meetings with City staff, developers, contractors, design professionals, outside agencies, and other stakeholders to provide technical input, resolve project issues, and support coordinated project delivery.
- Perform other related duties as assigned.
MINIMUM AND DESIRABLE QUALIFICATIONSThe ideal candidate will possess a High School diploma or equivalent supplemented by college level course work in civil engineering, architecture, building inspection, construction technology or a related field and five (5) years of increasingly responsible experience as a combination building inspector, performing duties similar to that of a Building Inspector at the City of Menifee.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
Licenses and Certifications- Valid California Driver’s License
- Building or Combination Inspector certification from ICBO or ICC.
- Plan Examiner certification from ICBO or ICC.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various construction, City, and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Environmental Elements
Employees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, work in heavy vehicle traffic conditions, and often work with constant interruptions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.
