Workdays & Hours: Monday - Friday 8:00 am - 5:00 pm* (*Subject to change) PURPOSE OF DIVISION The purpose of the Houston Airports (HAS) Maintenance division is to effectively deliver self-performed, and contracted, maintenance services at each of the three HAS airports.
PURPOSE OF THE POSITION Reporting to the Division Manager of Contract Administration-Maintenance, the Project Manager leads the execution, monitoring, and continuous improvement of multiple technical service programs delivered through outsourced contractors at the Houston Airport System which includes George Bush Intercontinental Airport (IAH), William P. Hobby (HOU), and Ellington Airport (EFD). This role manages complex projects and maintenance initiatives of varying scope and size, ensuring operational reliability, safety, regulatory compliance, and service excellence across airport facilities and systems. The Project Manager collaborates with internal stakeholders, contractors, engineers, and operations teams to coordinate project activities, evaluate technical performance, and support strategic maintenance objectives.
The Project Manager must demonstrate the ability to interpret and analyze blueprints, technical specifications, contracts, and OEM service manuals while applying critical thinking and problem-solving skills to support project execution and operational decision-making. A strong understanding of mechanical systems, asset management practices, and maintenance operations is required, along with proficiency in Enterprise Asset Management Systems and standard testing tools. Projects and operational programs may include, but are not limited to, HVAC systems, Central Utility Plants, Passenger Boarding Bridges, Baggage Handling Systems, Fire Protection Systems, Automated People Movers, Solid Waste Operations, Pest Control, Fire Protection, Fire Extinguishers, AEDs, Automated People Movers, Solid Waste, and Portable Toilets.
"Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date." The Project Manager responsibilities of this position include, but are not limited to: - Oversees the inspection activities and personnel to review and evaluate contractors' compliance on various construction and design project plans and specifications
- Demonstrate the capability to read and analyze blueprints, contracts, and OEM service manuals
- Review preliminary plans and evaluate future plans for construction
- Reviews of contractor submittals
- Responsible for ensuring the Operation and Maintenance service providers safely and efficiently fulfill all contractual obligations and follow all applicable City of Houston, State, and Federal codes and ordinances.
- Coordinate with contractors and stakeholders such as Airlines, Airport operations, or Passengers to minimize disruption
- Assist in developing scopes of work, bid specifications, and procurement documents for maintenance contracts and Attends pre-bid, pre-construction, and various project meetings
- Developing comprehensive Scopes of Work and technical specifications for successful delivery of contract and/or self-performed services
- Developing recommended capital renewal plans to effectively maintain asset life cycle of systems and/or components
- Manage the technical performance of contractor and/or internal staff, financial performance, day-to-day Operations & Maintenance, and Capital Improvement Projects or closely related field
- Prepares and reviews various reports and records
- Provides management of multiple construction and design contracts of various sizes
- Serves as liaison between City personnel and contractors, consultants
- Reviews, approves and tracks consultant
- Manage and administer maintenance and service contracts for airport facilities and operational systems
- Develop and implement mitigation plans to minimize operational disruptions affecting airlines, passengers, tenants, and airport operations
- Monitor contractor response times, work quality, schedules, and service-level agreement (SLA) compliance
- Manage contract budgets, monitor expenditure, and assist with forecasting and procurement activities
- Ensure compliance with FAA, OSHA, environmental, fire/life safety, and airport operational regulations
- Utilize Enterprise Asset Management (EAM) to track assets, maintenance activities, and reporting
- Reviewed OEM service manuals and technical documentation to support troubleshooting and preventive maintenance activities
WORKING CONDITIONS The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES- Preference will be given to applicants with 5+ years’ experience in directly Managing the Operation & Maintenance of campus Maintenance systems/trades and/or closely related field including Airport Terminals, enclosed Shopping Malls of 100,000 square feet or more, Hospitality industry Hotels and Conference facilities of 100,000 square feet or more, Hospital/Health care facilities of 100,000 square feet or more, or other major campus settings (such as Military/Federal facilities, school campuses, etc.)
- Project Manager Professional (PMP) certification, International Facility Management Association (IFMA) Certified Facility Manager and/or equivalent military certifications are a plus
- Previous skills in the following areas are highly desired:
- Discerning contract staff maintaining systems or closely related fields and components in compliance with Scopes of Work and technical specifications
- Solid understanding of Project Management methodologies, frameworks, terminology, and processes
- Developing recommended plans to remedy short-term operational deficiencies and reliability concerns
- Preference will be given to applicants with progressively responsible experience in Facility or Project Management

Pay Grade 25 SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
