Housing Analyst . The position is part of the Mohave County Housing Authority Division. Extensive contact and engagement with the public is an important function of this role as well as facilitating/leading meetings with the public and partner agencies on a regular basis.
- Work schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Compensation - Housing Analyst:, Range 16/Steps 1-8; $24.42 - $30.02
- Housing Specialist Sr. II: Range 14/Steps 1-8; $22.15 - $27.23
- Housing Specialist Sr.: Range 12/Steps 1-8; $20.09 - $24.71
- Housing Specialist: Range 11/Steps 1-8; $19.13 - $23.54
Must pass pre-employment background screening
Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while
employed in this position.

Essential Job Functions- Work with HCRM annually to facilitate annual Board of Directors meeting to renew MCHA Annual Plan, Administrative Plan, and any other required documents subject to HUD review.
- Work with HCRM annually to facilitate annual Public Hearing and Resident Advisory Board meetings.
- Responsible for generating monthly Enterprise Income Verification (EIV) / Income Validation Tool (IVT) reports on their caseload.
- Provide assistance to the Housing and Community Revitalization Manager (HCRM) in data collection, trend analysis, error identification, analysis prevention, and corrective action; assessing program performance in accordance with HUD requirements as requested.
- Prepares and furnishes materials to be reviewed by and to be acted upon by the Mohave County Housing Authority Board, maintaining appropriate minutes, files, and records. Accomplishes other tasks as directed to complete the goals and objectives of the Housing Authority.
- Train and monitor assigned employees on the various office and field activities necessary to implement low income housing regulations, procedures and programs, such as, eligibility, annual re-exams, interim exams, verifications of changes in household composition, and/or income changes, recalculation and verification of rent calculations, review of letters to participants, non-compliance and/or termination letters, tenant leases, Housing Assistance Payments (HAP) contracts and other HUD required forms and documents.
- Monitor and review all changes in HAP on a monthly basis with finance, check HAP process for completeness and accuracy, and sufficiency of information; work with staff to correct deficiencies; submit to PIC and corrects errors in MTCS 50058 records; contacts other Housing Authorities to resolve disputes involving MTCS 50058 errors in portability.
- Reviews and creates new forms for Housing Authority use or other program related documents as requested, such as Mohave County HA procedures manual.
- Assists in the development of policies and procedures for the MCHA operations.
- Interview applicants/participates or designated representatives to obtain appropriate information and compilation of required forms in accordance with established procedures and regulations for Section 8 rental assistance or other related low income housing programs.
- Investigates information received through verification of sources by mail, phone and in person to verify residency, household composition, and financial eligibility requirements collected from applicants/participants or representatives.
- Prepare correspondence letters/forms to extract and verify information collected.
- Prepare confirmation letters of telephone investigations.
- Complete and calculate eligibility determination, advises and notifies applicant and representatives of case status, notify applicants/participants of decisions, appeal rights, ability to reapply for housing benefits, informs eligible applicants of housing benefits and procedures available through local, state, and federal housing assistance programs.
- Conducts initial inspections, annual inspections, and re-inspections as assigned using specified forms and procedural guidelines to determine if rental units meet National Standards for the Physical Inspection of Real Estate (NSPIRE) and related HUD requirements.
- Conducts initial, interim and annual reexaminations of family income and composition and recalculates assistance.
- Enters, updates, retrieves, and verifies applicant/participant data in a computer system; develops and maintains current and past caseload files and records pertaining to applicants and participants; prepares reports and conducts briefings.
- Conducts surveys to determine rent reasonableness, comparable studies, and housing needs; prepares agreement forms with landlords to secure housing units to be used in Section 8 program.
- Maintains effective working relationship with HUD, Arizona Department of Housing and other funding agencies.
- Investigates inconsistent information provided by applicant to determine continued eligibility for housing assistance programs.
- Identifies and refers suspected cases of fraud to HCRM. Assist the HCRM in investigation of suspected fraud cases and preparation of required reports.
- Maintains chronological charts, forms, folders, and other related documents notating and documenting accurate, up-to-date information of program activities and status of applicants and clients.
- Communicates and acts in a professional manner with the public, co-workers, and work contacts.
- May be assigned to supervise a Section 8 Family Self-Sufficiency/Homeownership caseload.
Minimum Qualifications Housing Specialist: - High School diploma/GED (General Education Degree)
- Two (2) years progressively responsible administrative experience providing services to individuals that include public contact, phones, data entry, and/or case management.
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT - Ability to obtain HCV Specialist certification from a HUD approved training provider in the Section 8 Housing Choice Voucher Program.
Housing Specialist Senior: - High School Diploma/GED (General Education Degree).
- Three (3) or more years progressively responsible experience involved in the provision of case management and housing assistance services.
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT - Active HCV Specialist certification from a HUD approved training provider.
- Ability to obtain Portability certification from a HUD approved training provider.
Housing Specialist Senior II: - High School Diploma/GED (General Education Degree).
- Three (3) or more years progressively responsible experience involved in the provision of case management and housing assistance services of which two (2) of the three (3) years are performing duties in the assigned department/division or comparable Mohave County Department.
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT - Active HCV Specialist and Portability certifications from a HUD approved training provider.
- Ability to obtain NSPIRE certification from a HUD approved training provider.
Housing Analyst: - High School Diploma/GED (General Education Degree).
- Four (4) or more years progressively responsible experience involved in the provision of case management and housing assistance services.
