Description
Job Description General Description: Performs highly advanced (senior-level) strategic operations, management, and planning of the Human Resources (HR) department of the Texas Higher Education Coordinating Board (THECB). Supervises the work of HR staff; ensures agency compliance with state and federal laws and regulations; and oversees related aspects of human resources management, including policy development; position control; employee relations; employee performance appraisal; recruitment, selection, and employment processes; employee benefits; and agency compensation and classification. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. This position reports to the Assistant Commissioner for People Operations.
General Duties and Responsibilities: - Plans, directs, and monitors the development and administration of human resources programs and functions, including job classification and compensation, recruitment and retention, benefits, employee relations, health and welfare benefits, records management, and succession planning.
- Supports agency management by providing human resources advice, counsel, and decisions.
- Guides agency management and employee actions by researching, developing, writing, and updating agency policies, procedures, methods, and guidelines in consultation with subject matter staff, and by communicating and enforcing the agency¿s core values.
- Participates in agency strategic planning and ensures human resources issues are considered in formulating the agency¿s strategic goals and objectives.
- Evaluates the work of HR staff: recruits, selects, orients, trains, coaches, and counsels staff; plans, monitors, appraises, and reviews staff job contributions; determines production, productivity, quality, and customer-service strategies; resolves problems; and implements operational efficiencies.
- Ensures agency compliance with state and federal laws and regulations, such as equal employment criteria, the Fair Labor Standards Act, the Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO) laws, the Family and Medical Leave Act (FMLA), State Auditor¿s Office (SAO) reporting requirements, and the Optional Retirement Program (ORP) , by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.
- Accomplishes special project results by identifying and clarifying issues and priorities, setting deadlines, communicating and coordinating requirements, evaluating milestone accomplishments, evaluating optional courses of action, and changing assumptions and direction as appropriate .
- Develops agency/departmental strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to agency/departmental strategic thinking and direction; and establishing human resources objectives that are aligned with agency goals.
- Updates job knowledge by participating in conferences and continuing educational opportunities, reading professional publications, maintaining personal HR networks, and participating in professional organizations.
- Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; develops action plans; measures and analyzes results; and initiates corrective actions.
- Enhances department and agency reputation by accepting ownership for accomplishing new and innovative requests and for exploring opportunities to add value to job accomplishments.
- Performs related work as assigned by the Assistant Commissioner for People Operations or the Deputy Commissioner for Agency Operations.
Required Minimum Education and Experience: - Graduation from an accredited four-year college or university with major course work in human resources management, business, or a related field.
- Eight years of progressively responsible work in human resources, with at least:
- Three years in Texas state government human resources administration, and
- Three years of supervisory experience.
- Experience must reflect extensive knowledge of all state and federal laws relevant to the successful management of human resources; planning and evaluating human resource management programs; researching and writing human resources policies and procedures; recruiting and retention; counseling employees and supervisors; and managing position control.
Knowledge, Skills, and Abilities: - Knowledge of the principles and practices of human resources management, compensation, classification, payroll administration, employee relations, recruitment and employment, and benefits.
- Knowledge of the legality of record keeping, recruiting, selection, hiring, termination, corrective action, job analysis, employee equity, employee relations, equal employment opportunity, and non-discrimination.
- Knowledge and extensive use of the CAPPS systems.
- Knowledge of and experience in maintaining effective control of positions and vacancies within the organization.
- Knowledge of applicable laws and regulations surrounding ADA and FMLA.
- Skills in the use of personal computers and Microsoft Office Suite products.
- Skills in the use of Micosoft Excel and SmartSheet.
- Skills in the development of statistical and textual reports.
- Skills in communication and facilitation of dispute resolution.
- Ability to administer a sound and compliant human resources program.
- Ability to plan, organize, and coordinate programs and activities.
- Ability to make decisions affecting operations.

Crosswalk: Military Crosswalk for Occupational Category - Program Management
Preferred: - Master¿s degree from an accredited four-year college or university in Human Resources Management.
- Extensive HR Director-level experience in Texas state agencies or Texas public higher education institutions.
- Thorough knowledge of Texas state statutes, regulations, and practices.
- Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification.
