Job Description

Deputy Commissioner for Strategy and Performance
The Deputy Commissioner for Strategy and Performance reports to the Commissioner of Insurance and performs highly advanced managerial work. This position will lead transformative initiatives using automation and technology to identify and implement process improvements and business innovation to enhance efficiency and ensure exceptional service to Texas consumers. This position provides direction and guidance to professional staff responsible for ensuring agency process improvement and works under minimal direction with extensive latitude for the use of initiative and independent judgment.

Essential Job Duties

This position:

• Provide strategic leadership and guidance to staff in Strategy and Performance.
• Partner with Information Technology and all TDI divisions to improve agency processes through innovation and technology solutions.
• Analyze agency operations and processes for opportunities to enhance productivity and quality, including through the use of technology automation.
• Analyze agency operations and processes to identify opportunities for improvement and modernization that enhance productivity and quality.
• Develop and execute a comprehensive process improvement strategy that aligns with organizational goals and maximizes operational efficiency.
• Develop recommendations for process improvements and provide guidance to divisions to ensure implementation of recommendations.
• Partner with divisions to ensure improvements are providing desired results.
• Monitor and report on the progress of process improvement initiatives to measure success and drive accountability.
• Conduct thorough analyses of current processes, workflows, and performance metrics to identify opportunities for enhancement.
• Collaborate with executive leadership to prioritize improvement initiatives and establish success metrics to monitor process improvements.
• Partner with executive leadership to foster a culture of continuous improvement.
• Plans, assigns, and supervises the work of others; performs and oversees administrative functions, such as hiring and evaluating employees.
• Represents the agency at business meetings, conferences, and seminars or on boards, panels, and committees.
• Ensures business continuity goals are met, including those for succession management.
• Performs other duties as assigned.

Minimum Qualifications

This position requires:

• Graduation from an accredited college or university with a degree in business, public administration, management, or in a field related to the position.
• This position requires five years of experience as an executive in the administration of business or government or as a practicing attorney with two of the five years consisting of experience related to the duties of the position.
• Regular work attendance.
• Travel may be required for up to 5% of the time.If travel is 10% or over, you must maintain a state of Texas Driver's License.
