Description
This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months. Level I: $5,183 - $6,317 Monthly
Level II: $5,787 - $7,052 Monthly
Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months. *Position to receive a 4% Cost-of-Living salary increase effective 06/28/26. Typical Duties- Design and develop a variety of studies, plans, programs and reports.
- Research and write reports, ordinances, recommendations, grant applications and correspondence.
- Review legal opinions and legislation and administer existing regulations pertaining to subjects such as the General Plan, zoning, environment, Community Development Block Grants and land division.

In addition to the above, Level II:- Review new legislation and compare to previously enacted law and policies to determine need for changes in the local processes; determine potential impact of legislation on county goals, policies and programs; recommend implementation policies or adjustments needed.
- Review such applications as those for Local Agency Formation Commission, zoning and subdivision approval as well as Environmental Assessment Questionnaires for completeness and accuracy.
- Make presentations to and attend meetings of Planning Commission, citizens groups and other decision-making bodies to present and gather information concerning the General Plan, Community Development Block Grants, ordinances, environmental issues, and other matters.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Level I: Education: - Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban, regional or city planning; environmental studies; geography; architecture; or closely related field.
Education Equivalency: - Five (5) years of experience as a Planning Technician III, or equivalent experience, providing technical information by phone, over the counter, and in writing to the public regarding land use and zoning requirements, building codes and procedures, and other related permit processes. Additional qualifying experience my substitute educational requirement on a year-for-year basis.
Level II: Education: - Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban, regional or city planning; environmental studies; geography; architecture; or closely related field.
Education Equivalency: - Two (2) years of experience as a Planner I, or equivalent experience, performing professional level land use planning duties.
- Additional qualifying experience my substitute educational requirement on a year-for-year basis.
Experience: - One (1) year of experience performing professional level land use planning duties.
Knowledge of: Level I & Level II: - Principles, practices, and purpose of land use planning and environmental assessment.
- Research methods and procedures.
- Statistics.
- Nomenclature, symbols and instruments used in planning work; basic drafting.
Skill/Ability to: Level I: - Work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Conduct research, analyze data, draw conclusions, and formulate recommendations.
- Read and interpret planning laws, rules and regulations.
- Plan, prepare and present material orally to groups at public hearings.
- Write clear, concise and accurate reports and letters.
- Develop and maintain cooperative working relationships with staff, the general public, and other department and agency staff.
- Communicate verbally with people of various educational and socioeconomic backgrounds in a patient, tactful, and courteous manner.
- Adjust to pressure of deadlines and changes in workload.
- Give and follow written and oral instructions.
- Maintain filing system for reference purpose.

License or Certificate: Level I & Level II: - Possession of, or ability to obtain, an appropriate, valid California driver's license.

Additional Information Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening. Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday

Vacation Accrual: 2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Career Incentive Pay Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation - 52, earn additional pay according to the schedule below.
