The Job

The Land Use Services (LUS) plays a vital role in shaping San Bernardino County’s unincorporated communities. From residential improvements to large-scale development, LUS guides projects through planning, permitting, and compliance processes and oversees enforcement operations. The Department works closely with the Planning Commission, Board of Supervisors and district offices, County Counsel, law enforcement agencies, and community stakeholders to support safe, orderly, and sustainable development throughout the County.

LUS is seeking a creative, versatile, and community-focused Land Use Services Media Specialist* to develop engaging communications and multimedia content that informs the public, supports County initiatives, and highlights the Department’s work. The LUS Media Specialist uses a variety of tools and techniques- including social media, photography, videography, graphic design, and audio production to create content for internal and external publications, digital platforms, public outreach, and community engagement activities. Working closely with staff and subject matter experts, the LUS Media Specialist will translate complex land use information into clear, accessible, and engaging content for diverse audiences.

Many LUS projects and initiatives are high-profile and may involve complex or sensitive issues, generating significant interest from residents, the media, neighboring jurisdictions, and other stakeholders. The LUS Media Specialist may represent the Department at community outreach events and public activities and will be expected to communicate with professionalism, tact, and sound judgment when addressing sensitive or highly visible matters.

CONDITIONS OF EMPLOYMENT

Pre-employment Process: Applicants must pass a background check, including a job-related physical exam, drug test, and verification of employment history and education prior to employment.

Travel: Travel throughout the county is required to perform essential job duties. Incumbents will be required to make provision for transportation and may be required to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Shifts: This position requires occasional evening, weekend, holiday, or on-call coverage.

Minimum Requirements

Applicants must meet both the education and experience requirement for one (1) of the following options in order to qualify:

Option 1:
Education: A completedBachelor's degree from an accredited institution in Journalism, Business/Public Administration, Public Policy, Public Relations, Communications, Marketing, or a closely related field.

-AND-

Experience: One (1) year of full-time equivalent experience with primary responsibility for writing and editing educational/informational brochures, news releases, and/or promotional materials for internal or external publications; organizing, coordinating, and overseeing outreach programs to promote organizational events and activities; and creating content for a variety of social media platforms.

Option 2:
Education: Thirty (30) semester (45 quarter) units of completed college coursework from an accredited institution in Journalism, Business/Public Administration, Public Policy, Public Relations, Communications, Marketing, or a closely related field. A list of completed college coursework or legible transcripts must be submitted with the application.

-AND-

Experience: Two (2) years of full-time equivalent experience as listed in option 1. Option 3 Education: A completed Bachelor's degree from an accredited institution in Journalism, Business/Public Administration, Public Policy, Public Relations, Communications, Marketing, or a closely related field.

-AND-

Experience: One (1) year of full time equivalent experience managing communications involving complex, sensitive, or high-profile matters where information may be subject to public and media interest.

Notes on Education:
  • Coursework: Transcripts (unofficial are acceptable) MUST be submitted with the application if the applicant does not possess a completed bachelor's degree or higher in one of the qualifying fields listed. If the field of study is not listed, transcripts must be submitted for review of relevant coursework.
  • International Coursework: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.


Desired Qualifications

The ideal candidate will possess:

  • Strong background in marketing, communications, and public engagement, specifically implementing public information campaigns
  • Proficient in Adobe Creative Suite or similar design software
  • Skilled in video production and editing, as well as photography and photo editing
  • Able to create clear, accessible graphics and marketing materials for public dissemination
  • Experience handling sensitive or high-profile information and projects, working closely with Department leaders and other County teams; crisis communications experience preferred
  • Excellent written and oral communication skills, including the ability to translate highly technical content into easy-to-understand language, strong grammar and editing skills, and familiarity with AP style
  • Knowledge of ADA accessible design standards and their application in public-facing materials
  • Ability to shift priorities quickly in response to changing needs
  • Experience in a government, public sector, or nonprofit setting strongly preferred


Selection Process

Examination Procedure:

There will be a competitive evaluation of qualifications based on the information provided in the Application and the Supplemental Questionnaire. You are encouraged to include detailed descriptions of your qualifying experience and skills, as only the most highly qualified applicants will be referred to the Department.
Work Samples/Portfolios: Work Samples and Portfolios may be submitted with the Application, however these items will not be reviewed as part of the competitive evaluation process.
