Job Description
The JobThe Department of Risk Management is recruiting for a Principal Risk Control Analyst who, under general supervision, provides Countywide subject matter expertise, technical leadership, and consultative guidance regarding occupational safety and health, risk management, environmental compliance, and regulatory compliance. The incumbent assists the County's Risk Control Officer in developing, implementing, evaluating, and improving Countywide programs that reduce risk, promote employee and public safety, ensure regulatory compliance, and improve operational effectiveness.
The incumbent will lead complex safety, risk management, environmental compliance, regulatory compliance, and other technical initiatives; develop guidance documents, best practices, technical recommendations, and training programs; research complex regulatory issues; represent the Department and County at meetings, working groups, regulatory meetings, and professional organizations; develop and deliver training; conduct incident investigations and program assessments; and collaborate with Human Resources, County Counsel, Workers' Compensation, Liability, and County departments regarding claims, regulatory compliance, and risk management matters.

A hybrid telework schedule may be offered upon satisfactory work performance
The department may also offer a 9/80 schedule, where incumbents enjoy a nine-day biweekly schedule
CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Prior to appointment, applicants must successfully pass a background check, including fingerprinting, verification of employment history, and physical exam/drug test.
Travel: Travel throughout the County is required. A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement is available at current IRS rates. A clean driving record and proof of automobile liability insurance must be maintained.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
Minimum Requirements
Applicants must meet one (1) of the following options:
Option 1
Education: Bachelor's degree from an accredited institution.
-AND-
Experience: Two (2) years of full-time equivalent experience within the past five (5) years, where the primary duties included one (1) or more of the following: leading complex occupational safety, environmental compliance, or regulatory compliance risk management programs and/or senior-level technical projects . Duties must include administering components of an organization's loss prevention, regulatory compliance, occupational health, safety and illness/injury prevention program and risk control/assessment, identifying and assessing risk exposures, and implementing and evaluating recommended mitigation methods.

Option 2
Education: Thirty (30) semester (45 quarter units) of completed college coursework from an accredited institution. Transcripts must be attached to the application.
-AND-
Experience: Four (4) years of full-time equivalent experience within the past five (5) years, where the primary duties included one (1) or more of the following: leading complex occupational safety, environmental compliance, or regulatory compliance risk management programs, and/or senior-level technical projects . Duties must include administering components of an organization's loss prevention, regulatory compliance, occupational health, safety and illness/injury prevention program and risk control/assessment, as well as identifying and assessing risk exposures and implementing and evaluating recommended mitigation methods.
NOTES:
Education: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
Experience: General loss prevention experience (e.g., retail operational loss prevention or security) is not considered qualifying experience. Loss prevention is defined as preventing and/or minimizing losses specifically associated with workplace accidents, injuries, illnesses, and similar occupational hazards. It does not refer to preventing financial losses due to theft, shrinkage, or operational inefficiencies in retail settings. Qualifying experience must be specific to the identification, assessment, implementation, and evaluation of occupational health, safety, and illness/injury prevention.
Desired Qualifications
- Bachelor's degree in Occupational Safety and Health, Risk Management, Business, or a related field
- Professional certifications related to occupational safety, industrial hygiene, or risk management
- Designations from of one of the following: Board of Certified Safety Professionals (BCSP) or American Board of Industrial Hygiene (ABIH)
- Extensive professional-level occupational health and safety experience serving in an advisory role in a governmental or multi-line and/or multi-industrial setting
- Experience in developing and utilizing information technology solutions and analytical tools for risk management issues
- Experience interpreting and applying federal and state regulatory requirements
- Excellent written and verbal communication and presentation skills
