Employment Type : Full-time position represented by the City of Santa Fe Springs City Employees Association.
Work Schedule: Code Enforcement Supervisor is assigned a 4/10 work schedule between the hours 7:30 a.m. - 5:30 p.m. Incumbent is required to work on weekends and may be required to work evenings.

POSITION PURPOSE:
Under general supervision and direction, the Code Enforcement Supervisor supervises, coordinates, assigns, and reviews the enforcement activities of Code Enforcement Inspectors; performs the complex duties of a Code Enforcement Inspector, technical office and field work involving the inspection, investigation, and enforcement of State and City codes and ordinances relating to public nuisances, zoning, illegal garage conversions, overgrown vegetation, illegal business operations, illegal land uses, poor landscaping and property maintenance, unpermitted construction, outdoor storage, and most importantly, assistance to the public. This position is required to perform extensive fieldwork, will be required to work on weekends, and may be required to work evenings.

Receives direct supervision from the Department manager or higher-level management staff.
SUPERVISION EXERCISED:
Exercises direct supervision of Code Enforcement Inspectors.

B. Essential Job Specific Duties: Provides leadership, supervises, and evaluates the work of Code Enforcement personnel; develops work schedules; and monitors workflow.Assists with developing and implementing divisional goals and objectives.Participates in the selection of employees; assists in the planning and implementation of employee training, evaluates employee performance; and works with employees to correct deficiencies. Assists with preparing and monitoring the Code Enforcement budget. Plan, organize, and direct code enforcement activities, including field investigations, notice and citation issuance, and case closure or resolution for commercial, industrial, and residential properties; monitor work flow; review and evaluate work methods and procedures; and prepare progress reports. Receives and investigates complaints; conducts on-site inspections of commercial, industrial, and residential buildings; and issues corrective notices and administrative citations for violations related to public nuisances, including zoning, abandoned vehicles, litter, weeds, and debris accumulation. Ability to effectively explain appropriate City and State codes and ordinances; understand the purpose and interpretation of occupancy, zoning, land use, building, business license, and public nuisance code provisions.Ability to treat the public diplomatically and with respect, effectively defuse volatile situations; use discretion and exercise sound judgment; interpret regulations; maintain routine records and files; and communicate effectively orally and in writing. Researches City codes for appropriate sections; answers inquiries from the general public regarding code and ordinance requirements, interpretations, policies, and applicability.Oversees and maintains the department's Code Enforcement tracking system; develops and maintains written case information; keeps records and chronological logs; researches property ownership, and zoning, building, and parcel histories.Photographs evidence, prepares diagrams and measurements, interviews potential witnesses, and composes letters, and follows-up documentation to ensure remedial action has been taken.Works with the City Attorney’s office and City Prosecutor's office to prepare and present cases for legal action; coordinates hearing requests; and testifies at hearings and in court.Reviews Community Development applications, for land use entitlements, and prepares conditions of approval relevant to public safety on behalf of Police Services.Processes Regulatory applications, Department program applications, and compliance reviews, to track compliance of conditions and program requirements.Assist in the preparation of agendas; write staff reports, and recommendations for the Planning Commission and other special meetings.Researches, drafts, and rewrites municipal codes; participates in the development of forms and processes utilized to address various issues.
C. Other Job Specific Duties Provides information to City staff on policies and procedures related to Code Enforcement and land uses.Build and maintain positive working relationships with City staff, outside agencies, non-profit organizations, and community and professional groups.Prepares staff reports, presentations, memoranda, and other materials and/or information for use at public meetings.Attends a variety of meetings, including Planning Commission and City Council meetings, and make presentations with staff to Advisory Committees, residents, and business and agency representatives.Process public records requests in coordination with the City Clerk or Deputy City Clerk and other City staff.Performs related duties as required.

EDUCATION AND EXPERIENCE:
The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:
- High School Diploma or equivalent is required.
- A Bachelors degree in public administration, urban planning or a related field is highly desirable.
- A minimum of three (3) years of experience with a public agency as a code enforcement officer, which has included municipal enforcement, inspection, and investigation.
- A minimum of one (1) year in a supervisory, senior, or lead capacity role.
- Spanish-speaking bilingual skills are highly desirable.
License and Certificates:
- Possession of a valid POST certification in PC 832 Laws of Arrest is required.
- A valid Class “C” California Driver’s License and an acceptable driving record.
- Possession of a valid Certified Code Enforcement Officer (CCEO) certificate from the California Association of Code Enforcement Officers is required.
NEPOTISM:
Relatives may be appointed regardless of the designation of full or part-time classification. Candidates with relatives employed by the City will be excluded from applying for a vacancy if one or more of the following criteria exist: 1) The appointment of a relative would place one in a supervisory capacity directly over the other 2) The appointment would create a situation in which it is conceivable personal gain for one could be obtained by the actions of the other 3) The appointment would create a situation where performance or non-performance of either would have a direct effect upon the performance of the other 4) The appointment would create a situation where the confidentiality of either could be compromised. Medical Insurance Opt-Out: If a full-time employee can provide proof of insurance elsewhere with another carrier, they can drop out of their City plan and receive a rebate $775.24 single party;

Retiree Medical : An employee who is vested in CalPERS and retires from the City is eligible for medical through retirement. The City pays the insurance premium up to the applicable medical cap, currently $2,519.53 per Month (2026 Kaiser Region 3 / Fam Coverage)
Dental Insurance: The City contracts with Delta Dental Insurance. The City pays the full premium for employee and eligible dependents in a HMO (Delta Care) Plan. Employees who elect to receive Delta Dental PPO coverage shall contribute fifty ($50) dollars per month towards the monthly premium. A dependent may remain on the plan until age 26.
Vision: The City has a vision reimbursement program. The City reimburses up to $450 annually for eye examination and frames/lenses for employee and up to $400 for eligible dependents. There is a $20 deductible for eye examinations. The City also reimburses up to $1,800 for laser eye surgery for employee and up to $1,600 for eligible dependents. A dependent may remain on the plan until age 26.
Life Insurance: The City provides a $75,000 term life insurance. The premium is paid in full by the City. The City also offers an optional life insurance plan that the employee may purchase on their own. An employee may purchase twice their annual salary minus $50,000.
Longevity Pay : Unit members with continuous services as a Full-Time City of Santa Fe Springs employee, plus any verifiable prior collective public service with another public agency as an active, full-time employee shall count toward years of longevity;
2% at 10 years of service (completion of 9 years),
2% at 15 years of service (completion of 14 years),
3% at 20 years of service (completion of 19 years),
*2% at 25 years of service (completion of 24 years),
*Total cumulative rate of 9% at 25 years of service
Long Term Disability Insurance: The City contracts with Standard Insurance for Long Term Disability benefits. The City does not pay into the State Disability system. This plan is used in lieu of State Disability. The premium is paid in full by the City. There is a 60-day elimination period for this insurance. If your claim is accepted, you will be paid two-thirds of your monthly salary up to 24 months.
Deferred Compensation: The City matches contributions by full-time employees to the City’s Deferred Compensation Plan at a rate of *2:1 up to a maximum of 3%. MissionSquare Retirement is the record-keeper and third-party administrator of the 457(b) plan and 401(a) Plan. Employee matching is contributed towards 401(a) plan. *Ratio: City: Employee
Leaves: The City offers a generous leave package including vacation, sick and flex leave.
Tuition Reimbursement: An employee is allowed up to $350 per fiscal year for tuition and books. The maximum reimbursement for full-time employees engaged in a degree program is $4,000 per year.
Education Incentive Pay : Employees who have received a Master’s degree from an accredited university, shall receive an additional 5% of base pay.
Optional Benefits : Credit Union, AFLAC, Computer Loan Reimbursement Program, and Flexible Benefit Plan (Dependent Care/Medical Assistance Plan).
