ENGINEERING TECHNICIAN I, II, III

LOCATION:

WASTEWATER MANAGEMENT DEPARTMENT, WATER RECLAMATION PLANTS SECTION, SAN JOSE CREEK, WHITTIER

ESSENTIAL FUNCTIONS:

To perform a variety of technical and increasingly more difficult paraprofessional engineering duties in the field and office in support of the Water Reclamation Plants (WRP) Section including data collection and analysis; preparation of process calculations and reporting using Word, Excel, Actuate, OSI-PI, Laboratory Information Management System (LIMS) software; SQL queries and programming; and field work.

JOB SUMMARY:

Under the general supervision of Supervising Engineer(s) and the technical direction of Project Engineer(s) in the WRPs Section, the incumbent will provide technical support to various programs for the Districts' WRP facilities, data collection and analysis, preparation of process calculations, and reporting using Word, Excel, Actuate, OSI-PI, Laboratory Information Management System (LIMS) software; SQL queries and programming; conduct a variety of field sampling, testing, data recording; install field instruments for monitoring; troubleshoot problems identified from irregular data or equipment failures; prepare routine correspondence and technical reports; perform calculations related to engineering projects and programs for process calculations or other technical assignments; and perform related duties as required; prepare tabular and graphical summaries and statistical analysis of process data and calculations using data stored in LIMS and OSI-PI; construct spreadsheets and figures as needed; coordinate with field staff and laboratories to schedule standard and special sampling events; and perform related duties as required. Additional field and office assignments include providing technical support to engineers and other sections on various special projects including preparation, graphing, and reporting of process data and calculations for monthly operations reports and Toxicity Reduction Evaluation (TRE) analyses; providing assistance to optimization studies for chemical addition; the review, cataloging, and updating of facility records including storage and profiling of records in the Districts Document Management System (DMS) and Oracle Work Asset Management (WAM); air and wastewater sampling and analysis; installation and maintenance of field instruments; development and evaluation of pump station curves; inspection of storm water systems and Best Management Practices at the various WRPs, inspection and condition assessments of treatment, storage, and reuse facilities and sites at various WRPs, troubleshooting issues with groundwater extraction monitoring wells, and special studies.

This vacancy may be filled at any level:

ENGINEERING TECHNICIAN I is the entry-level class of the series. Incumbents perform work, which provides an opportunity to learn the terminology, processes and equipment involved in sub-professional engineering.

ENGINEERING TECHNICIAN II is the intermediate-level class of the series. Incumbents perform a variety of moderately difficult, sub-professional duties requiring general topical knowledge.

ENGINEERING TECHNICIAN III is the journey level class in which incumbents perform tasks requiring significant judgment, thorough knowledge and progressively responsible experience.

MINIMUM QUALIFICATIONS

Candidates must possess a valid California Class B or C driver's license depending on the type of Districts' vehicle driven in the specific assignment -AND- :

For ENGINEERING TECHNICIAN I, any combination of college or work experience in environmental science, physics, engineering, biology, which provides the knowledge and abilities listed; or related scientific area is desirable

For ENGINEERING TECHNICIAN II, one year of experience as an Engineering Technician I -OR- A Bachelor of Science degree in a directly related major

For ENGINEERING TECHNICIAN III, one year of experience at or above the Engineering Technician II.

DESIRABLE QUALIFICATIONS:
Knowledge of field instruments; wastewater treatment processes; proficiency in the use of computer software including: Excel, Word, Access, DMS, LIMS, OSI-PI, EBS, WAM, ability to use or learn basic SQL queries and programming; possess excellent written and verbal communication skills; ability to work independently and cooperatively with other staff with minimal supervision; ability to obtain a license to operate an unmanned aircraft system (drone) for inspection of WRP facilities and production of educational videos.

EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process for ALL CLASSES may cover:

Knowledge of : basic wastewater treatment processes, methods of preparing and interpreting charts, graphs, and technical reports; engineering and scientific nomenclature; sampling procedures and measurement techniques for liquids and gases; terminology and procedures related to flow pumping, measurement, and control; math calculations; applicable safety practices and procedures; and methods of interpreting and presenting technical data.

Ability to : collect samples and data; evaluate data; use computer software applications; perform technical math calculations; install and maintain field instruments including calibration; and prepare routine correspondence.

RETIREMENT





COMPENSATION

Employees receive annual salary increases until reaching step 5 of the salary range and are provided with opportunities to promote. Cost of living adjustments are implemented annually in accordance with labor agreements.

13 paid holidays and one-half paid holiday depending on the employee's work schedule.

TUITION REIMBURSEMENT
Employees may be eligible for tuition reimbursement for approved accredited course work.

STUDENT LOAN PAYMENT REIMBURSEMENT
For some bargaining units, the Districts will provide student loan payment reimbursements for principal or interest paid by the employee on a qualified education loan incurred by the employee for the education of the employee. The annual maximum reimbursement is $5,250 and the lifetime reimbursement limit is $21,000.
