Description
TPWD MISSION To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :
Under the direction of the Federal Grants Manager, this position performs complex (journey-level) accounting work. Responsibilities include directing the allocations of state and federal funds to agency operating programs and develops suitable plans for validating and matching the various federal funds used in financing agency operations. Develops a solid understanding of federal and state regulations for reimbursements and reporting. Works extensively with program area staff to develop professional relationships in a cooperative environment. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications: MINIMUM QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree and major coursework in Accounting, Finance, Business Administration or closely related field.
Experience :
Two years experience in accounting, audit, fiscal controls or financial operations.
NOTE : Experience may have occurred concurrently.
Licensure :
Must possess a valid class State driver's license.
NOTE : Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS :
Experience :
Graduation from an accredited college or university with a Master's degree and major coursework in Accounting, Finance, Business Administration or closely related field, may substitute for one year of the required experience.
PREFERRED QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree in Accounting or Finance.
Experience :
Experience in multi-fund governmental accounting.
Experience with state of Texas multi-fund governmental accounting.
Experience with accounting systems such as Uniform Statewide Accounting System (USAS).
Experience with Oracle accounting systems.
Experience with high volume transactional cash management accounting.
Experience in Federal Grants.
Experience using automated accounting systems (ex: Oracle, SAP), Microsoft Office software products, and financial reporting software (ex: SAS, SQL, Business Objects).
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of Generally Accepted Accounting Principles (GAAP) and procedures affecting the maintenance of accounting records and automated accounting systems.
Knowledge of governmental accounting and financial systems.
Knowledge of Texas governmental accounting and state Comptroller methods.
Knowledge of and experience with large automated accounting systems such as the Uniform Statewide Accounting System (USAS), Oracle or similar systems.
Knowledge of report writing techniques.
Knowledge of state and/or federal grant and contracting regulations.
Skill in effective verbal and written communication.
Skill in establishing and maintaining effective work relationships with team members, co-workers, and work-related contacts.
Skill in using MS Word, Excel, PowerPoint and Outlook.
Skill in using automated accounting systems such as USAS and Oracle.
Skill in preparing cash and receivables transactions with multiple revenue sources.
Skill in using computers for financial analysis including accounting systems, spreadsheets, word processing and presentation software, and ad-hoc database query tools.
Skill in reconciling and analyzing financial data.
Skill in composing clear and concise procedures and recommendations.
Skill in prioritizing and managing multiple concurrent tasks.
Skill in problem solving and attention to detail.
Ability to plan, prioritize, and arrange workload to meet schedules and deadlines.
