Position Summary Reporting to the Senior Associate Vice President of Human Resources (SAVPHR), the Assistant Director for HR Regulatory Programs and Compliance will oversee and manage compliance functions related to HR operations, ensuring adherence to federal, state, and CSU system policies. This position is responsible for maintaining regulatory compliance across several key areas, including Conflict of Interest (COI), Mandated Reporter requirements, Background Checks, Outside Employment, Whistleblower Compliance, and Records Retention. This role is also responsible for documenting program protocols, preparing related reports, and coordinating with key administrative stakeholders.
Position Information Compliance and Regulatory Reporting: - Responsible for implementing, managing and monitoring HR Compliance Policies, Programs and Training to include the following areas:
- Conflict of Interest (COI): Administer and oversee COI policies, ensuring staff and faculty complete the necessary disclosures. Manage the review process and track compliance. Serve as a liaison to report COI findings to appropriate regulatory offices.
- Mandated Reporter for Child Abuse and Neglect Reporting Act (CANRA): Ensure all relevant staff and faculty are trained on their legal obligations as mandated reporters. Monitor compliance with reporting requirements, document completions, and keep records of mandated reporter training.
- Outside Employment Policy: Ensure compliance with CSU policies regarding outside employment for faculty and staff, including reviewing and maintaining documentation of outside employment requests, approvals, and disclosures.
- Background Check Policy: Oversee and ensure that all new hires, volunteers, and contractors meet the required background check standards. Coordinate with HR teams and third-party providers to verify completion and maintain documentation of background checks for compliance purposes.
- Records Retention: Ensure the retention, archiving, and disposal of HR records comply with CSU and state regulations. Develop and implement protocols for the retention of HR-related documents to ensure legal and regulatory compliance.
- Whistleblower Compliance: Oversee compliance with the CSU Whistleblower Protection Policy. Act as a point of contact for whistleblower complaints, ensuring that all complaints are thoroughly investigated, documented, and reported in accordance with CSU guidelines.
- Maintain up-to-date knowledge of relevant state and federal regulations, university policies, and compliance best practices.
- Monitor and manage compliance efforts by identifying and tracking risk areas, implementing corrective actions, and coordinating with University Counsel and Enterprise Risk Management.
- Prepare and submit comprehensive reports on compliance status, training completion, and
regulatory adherence to HR leadership and relevant stakeholders.
- Ensure accurate recordkeeping related to compliance areas such as training, conflict of interest disclosures, background checks, and other regulatory areas, in accordance with CSU retention guidelines.
- Serve as a resource for departments by providing guidance on compliance matters, including HR related issues, and assisting in resolution of concerns.
Professional Development - Collaborate with the Chancellor’s Office and campus stakeholders to develop and provide training to administrators to promote awareness of internal controls, business risks, fraud and other related topics.
- Track, report, and ensure mandated/required trainings, directives, procedures and policies are in compliance.
- Participate in CSU Learn-related meetings hosted by the Chancellor’s Office, such as Deep Dives and Task Force sessions.
Collaboration and Communication - Collaborate and Coordinate with the Senior Associate Vice President of Human Resources (SAVPHR) to develop strategy for employee engagement, risk mitigation, process improvement, operational efficiency and effectiveness of HR practices and compliance.
- Participate in various committees or task forces related to policy/procedure development and operational improvements
- Collaborate with university departments to develop and revise policies, determine best practices, and implement programmatic goals.
- Serve as a liaison and point of contact on compliance-related matters, including whistleblower complaints, departmental support, and coordination with the Chancellor’s Office and external regulatory agencies.
Documentation and Reporting - Ensure that records related to compliance training, conflict of interest disclosures, background checks, and other regulatory areas are maintained accurately and in accordance with CSU retention guidelines.
- Utilize CSU Learn (Subtotal Learning Management System) and Smartsheet’s to monitor training completion status, report employees on leave to the Chancellor’s Office for adjustments to annual reporting.
Other Duties as Assigned Minimum Qualifications - A Baccalaureate degree from an accredited four-year college or university, preferably in business, public administration, human resources, or a related field. A Master’s degree is preferred. Minimum 5 years of professional experience in human resources compliance, regulatory reporting, or related areas within a higher education environment.
- Excellent knowledge of University/public financial business operations and risk-based auditing attained through 7 years of progressive audit work experience with a focus on financial risk and regulatory requirements
- Excellent understanding of the standards of the Institute of Internal Auditors (IIA) and demonstrated ability to fully comply with IIA standards and the IIA Code of Ethics and International Professional Practices Framework
- Demonstrated ability to research and analyze data and use data to develop findings and formulate policies and procedures
- Demonstrated ability to manage projects and, when required, supervise auditors to follow sound internal control practices and manage risks appropriately
- Demonstrated adaptability and ability to work strategically, meet deadlines and objectives and juggle multiple demands in a fast-paced, multi-task work environment
- Strong skills in negotiation, relationship building, problem solving and timely problem escalation
- Demonstrated ability to work effectively across organizational lines in a diverse work environment
- Excellent written and oral communication skills
- Excellent time management and organization skills
- Detail oriented but able to quickly grasp the big picture
- Proficiency in MS Office and the use of relevant business information and computing systems
- Minimal travel required
