The Position

Contra Costa County is recruiting to fill one (1) Social Service Appeals Supervisor vacancy in the Employment and Human Services Department.

The Appeals Supervisor plans, coordinates, organizes, and directs the work of the Appeals staff in preparing and presenting cases before the California Department of Social Services (CDSS) State Hearings Division. This role also oversees the department’s Civil Rights Program for applicants and recipients of public assistance. Additionally, the Appeals Supervisor directs and supervises staff in conducting evidentiary hearings related to General Assistance, Foster Care, Child Care, and Adoptions programs.

Minimum Qualifications

License Required: Possession of a Valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's License will be accepted during the application process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in business or public administration, social or behavioral sciences, or a closely related field.

Experience: Two (2) years of full-time or its equivalent experience either: 1) investigating and resolving appeals for categorical aid and services programs in a public social service agency, which must have included responsibility for conducting or acting as representative for State Hearings and evidentiary hearings; or 2) performing duties in a classification equivalent to Contra Costa County Social Service Appeals Officer.

Substitution for Education: Additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Substitution for Academic Major: One (1) year of additional qualifying experience noted above may be substituted for the required academic major.

A completed Supplemental Questionnaire is required at the time of applying.Online Virtual Interview : Candidates who possess the minimum qualifications will be invited to participate in an online interview. In the oral interview, candidates must achieve an average overall passing score of 70% or higher. The interview will measure candidates' competencies as they relate to the Social Service Appeals Supervisor position ( Weighted 100%).


The online interview will be administered remotely using a computer or tablet. You will need access to a reliable internet connection to participate in the online interview, as well as a computer or tablet with a camera.

DISASTER SERVICE WORKER

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
