Contra Costa County is recruiting to fill one (1) Social Service Appeals Supervisor vacancy in the Employment and Human Services Department.

The Appeals Supervisor plans, coordinates, organizes, and directs the work of the Appeals staff in preparing and presenting cases before the California Department of Social Services (CDSS) State Hearings Division. This role also oversees the department’s Civil Rights Program for applicants and recipients of public assistance. Additionally, the Appeals Supervisor directs and supervises staff in conducting evidentiary hearings related to General Assistance, Foster Care, Child Care, and Adoptions programs.

What you will typically be responsible for:

• Applying in-depth knowledge of all County-administered public assistance programs-including but not limited to CalWORKs, Medi-Cal, the Affordable Care Act, Welfare to Work, Child Care, In-Home Supportive Services, Foster Care, CalFresh, and General Assistance-when supervising Appeals Officers and reviewing, adopting, or modifying their case recommendations
  
• Interpreting and applying relevant provisions of the California Welfare and Institutions Code, the Social Security Act, Civil Rights law, and administrative procedures related to State Hearings and evidentiary processes
  
• Assigning and maintaining administrative and supervisory oversight of appeals, civil rights complaints, and State Hearings
  
• Reviewing, adopting, or modifying staff recommendations in connection with appeals cases
  
• Reviewing and adopting decisions resulting from evidentiary hearings
  
• Preparing and submitting the County’s official position to the California Department of Social Services Hearings Division in inter-county dispute cases
  
• Consulting with the Fraud and Appeals Division Manager regarding State Hearing decisions that conflict with the department’s position
  
• Developing, drafting, or directing the preparation of rehearing requests as appropriate

Minimum Qualifications

License Required: Possession of a Valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's License will be accepted during the application process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in business or public administration, social or behavioral sciences, or a closely related field.

Experience: Two (2) years of full-time or its equivalent experience either: 1) investigating and resolving appeals for categorical aid and services programs in a public social service agency, which must have included responsibility for conducting or acting as representative for State Hearings and evidentiary hearings; or 2) performing duties in a classification equivalent to Contra Costa County Social Service Appeals Officer.

Substitution for Education: Additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Substitution for Academic Major: One (1) year of additional qualifying experience noted above may be substituted for the required academic major.

Desirable Qualifications:

• Knowledge of administrative procedures related to the appeals and State hearing processes
  
• Familiarity with principles and practices that support diversity, equity, and inclusion in the workplace
  
• Bilingual proficiency
  
• Supervisory-level experience across multiple public assistance benefit programs
  
• Understanding of commonly used terminology in appeals and State administrative hearings
  

Selection Process

In the oral interview, candidates must achieve an average overall passing score of 70% or higher. The interview will measure candidates' competencies as they relate to the Social Service Appeals Supervisor position ( Weighted 100%).
