ABOUT THE JOB:The Billing Management Analyst supports Behavioral Health and Public Health revenue cycle operations by managing billing systems, conducting detailed financial and operational analysis, and ensuring compliance with healthcare reimbursement regulations and audit standards. This role is critical to optimizing revenue cycle processes and will be a key member of the Operation’s Billing Team within the Administrative Services division of Health Services. The Billing Management Analyst contributes to strategic initiatives involving data-driven financial decisions, equity-focused funding analysis, and the integration and management of billing systems across the Health Department’s various programs. Additional responsibilities include supervisory responsibility of billing staff, supporting audits, improving billing practices, and ensuring alignment with both internal financial standards and external compliance requirements.
This position is located in Deschutes County and may be eligible for hybrid in-office/remote work, as allowed by policy and approved by the supervisor. It is a part-time, 28 hours per week position with work performed during business hours with a schedule pre-approved by the supervisor.
Key Responsibilities:- Analyzing billing data and trends to ensure accuracy, efficiency, and regulatory compliance.
- Supervision and oversight of Billing staff and others as required.
- Managing and problem-solving complex billing activities such as insurance payments and refunds, addended encounters, referral and authorization activity.
- Collaborating with Health Services leadership and program teams to align billing practices with program delivery and funding sources.
- Developing tools and dashboards for monitoring financial performance, billing cycles, and accounts receivable.
- Managing the implementation of financial and billing systems improvements.
What You Will Bring:Knowledge of or experience with:
- Effectively leading a team and problem-solving personnel issues.
- Healthcare billing systems, Medicaid/Medicare reimbursement, and private insurance payment policies.
- Audit procedures and regulatory standards for health-related billing.
- Financial analysis and reporting in a healthcare or public health setting.
- Revenue cycle management and coding standards (ICD-10, CPT, HCPCS).
- Quality and process improvements using project management strategies to drive process efficiencies.
Skill in:
- Preparing accurate and detailed billing and financial reports.
- Using Microsoft Excel for financial modeling and analysis.
- Communicating complex billing and financial information to non-financial stakeholders including the public and County staff utilizing written, verbal, and visual communication methods.
- Project and time management in a high-volume billing or finance environment.
- Effectively managing technical and administrative positions.

Minimum Qualifications- Bachelor’s degree in Business or Public Administration;
- AND three (3) years of experience analyzing, researching, developing, implementing, and administering projects and programmatic assignments;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
Preferred Qualifications :
- Bachelor’s degree in Health Information Management, Healthcare Administration or related field.
- At least three (3) years of experience in healthcare billing, revenue cycle management, or medical insurance administration.
- Certification in Medical Billing and/or Coding.
- Supervision experience.
- Experience in a Behavioral Health, Public Health, or government healthcare environment.
- Experience with billing software and electronic health record systems. (i.e., Facets, Epic, etc.).
- Familiarity with federal and state healthcare billing regulations and compliance frameworks.
- Experience with insurance payment practices and policies.
Necessary Special RequirementsThe employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment).
