The County's 1,873 square miles include 1,846 square miles of land with 42 miles of coastline which is home to the following cities and points of interest: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura as well as national protected areas such as parts of the Angeles National Forest, Channel Islands National Park, and the Santa Monica Mountains National Recreation Area.

Ventura County is a “general law” county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction.

THE AGENCY
The primary goal of the Resource Management Agency (RMA) is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation. The agency includes five divisions: Environmental Health, Building & Safety, Code Compliance, Operations, and Planning. RMA also plays an important role in economic development by assisting County residents and businesses in obtaining permits needed to construct new or reconfigured buildings, start new businesses such as home occupations, restaurants and food service establishments, and agricultural enterprises.

THE DIVISION:

The key responsibility of the Building & Safety Division is to enforce various requirements associated with fire safety, structural safety, energy conservation, water conservation, sustainability, accessibility for disabled persons, and various other aspects that make the buildings in our community safe to use and occupy. The Ventura County Building Code contains references to the State Codes that are used in the State of California and lists those local construction standards used in Ventura County.

THE POSITION:

Under immediate (I) to general (II) supervision, performs work leading to the acquisition of a thorough knowledge of applicable codes, laws, regulations, practices, ordinances and policies in the Building and Safety Division of the Resource Management Agency; and performs related duties as required.

The ideal candidate will have experience working in a Government agency or in the private sector directly involved in working with government agencies and their regulatory process such as permit processing, or a related function; an Associate's Degree in Construction Technology or related field or certification by the International Code Council as a Permit Technician; basic knowledge of building construction methods and materials; excellent communication skills in handling customers expeditiously and professionally; strong organizational skills; cash handling experience; and strong team player experience.

DISTINGUISHING CHARACTERISTICS:

RMA Technician I - Building and Safety is the entry level position in the Building and Safety job series. Incumbents are expected to develop a variety of skills and abilities and are gradually given more responsible assignments with less supervision until they are proficient enough to be assigned to the II level.

Payroll titles & Approximate Salary:

Resource Management Agency Tech I-Building & Safety : $25.34 - $37.14 per hour

Resource Management Agency Tech II-Building & Safety : $27.15 - $39.80 per hour

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Resource Management Agency, Building & Safety Division, RMA Tech I/II-B&S are represented by the Service Employees’ International Union (SEIU) and are eligible for overtime compensation.

EDUCATION, TRAINING, and EXPERIENCE

RMA Technician I - Building & Safety:

Some experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by at least (6) six months related experience with a governmental agency or specific college coursework. Desirable experience and knowledge would also include computer data entry, International Code Council (ICC) Permit Technician OR International Conference of Building Officials (ICBO) certification, and code-related college coursework.

Substitution for Resource Management Agency Technician I - Building and Safety: Other special training/experience pertinent to the specific tasks may be considered if appropriate to the position.

RMA Technician II - Building & Safety:

Some experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by at least twelve (12) months of experience as a RMA Technician I or twelve (12) months of experience with another building department in a similar position.

Supplemental Information: While most of the positions work primarily indoors in an office environment, depending on position and/or assignment, incumbents may be required to work outdoors and occasionally be exposed to inclement or hazardous conditions requiring moderate to heavy physical activities. Incumbents may be required to perform tasks which include lifting and carrying up to 30 pounds; bending; stooping; reaching above shoulder level; and keyboard entry.

TRAINING & EXPERIENCE EVALUATION

A Training and Experience Evaluation(T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

ORAL EXAMINATION - 100%

A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

ELIGIBLE LIST

Candidates successfully completing the examination process may be placed on an eligible list for up to a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary, Fixed-Term), Intermittent, and Extra Help this and similar vacancies within the Resource Management Agency. There is currently one (1) Regular vacancy within the Building & Safety Division.
