Human Resources website.DEFINITIONTo plan, organize, direct and manage the activities of a division within the Assessor Department which may include property appraisals, internal compliance audits, assessment ownership, mapping and exemption functions, customer services, Information Technology and resource planning; ensure compliance with statutory requirements; ensure responsive, high quality property owner assistance; to coordinate activities with other divisions and departments; and to provide highly complex assistance to the Assessor and/or Assistant Assessor.
DISTINGUISHING CHARACTERISTICSThe Manager level recognizes positions that provide full line and functional management responsibility for a division or program area within a department.
SUPERVISION RECEIVED AND EXERCISEDReceives administrative direction from the Assessor and Chief Deputy Assessor.
Exercises direct supervision over management, supervisory, professional, technical and clerical personnel.
EXAMPLES OF ESSENTIAL DUTIESDuties may include, but are not limited to, the following:
- Develop and implement divisional goals, objectives, policies and procedures.
- Plan, organize and direct assessment roll activities within the Assessor Department, including operations of the computerized integrated property systems, mapping and ownership records, valuation records support, compliance audits, exemptions, public service and roll production.
- Manage tasks associated with the continuous preparation, updating and maintenance of assessment roll and supplemental roll information.
- Manage departmental forms and records management systems; and to coordinate maintenance and use of State Board of Equalization mandated forms, procedures and rules.
- Manage the assessment compliance audit programs of the Department.
- Manage multiple complex Information Technology systems necessary for property appraisal, assessment roll preparation and maintenance; and electronic mapping.
- Direct, oversee and participate in the development of the division work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
- Prepare the division budget; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.
- Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
- Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
- Represent the division and/or the Assessor Department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
- Research and prepare technical and administrative reports; prepare written correspondence.
- Assume responsibility in the absence of the Assessor or Chief Deputy Assessor, as needed.
- Perform related duties as assigned.
MINIMUM QUALIFICATIONSExperience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Five years of increasingly responsible assessment experience with a focus in California property assessment work involving automated computer systems, including two years of supervisory responsibility.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration, accounting, economics, public administration, computer technology, or a related field.
Required License or Certificate: May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

- Property tax assessment laws and regulations.
- Property appraisal methodology.
- Principles and techniques used for property assessment tasks.
- Principles and practices of computerized data processing applications for appraising, accounting, auditing, property exemptions, ownership, mapping and financial reporting.
- Principles and practices of leadership, motivation, team building and conflict resolution.
- Pertinent local, State and Federal rules, regulations and laws.
- Modern office procedures, methods and computer equipment.
- Principles and practices of policy development.
- Principles and practices of effective customer service interaction.
- Principles and practices of organizational analysis and management.
- Budgeting procedures and techniques.
- Principles and practices of supervision, training and personnel management.
Ability to: - Organize and direct a division in the Assessor Department, performing complex ownership and exemption analysis, customer service assessment, mapping, data management operations, and quality control and assurance tasks.
- On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem-solve Department related issues; remember various rules; and explain and interpret policy.
- On a continuous basis, sit at desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means.
- Understand the most complex assessment laws and procedures.
- Develop and implement new and revised systems and procedures.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations.
- Gain cooperation through discussion and persuasion.
- Analyze, improve, interpret and apply Department policies, procedures, rules and regulations.
- Prepare and administer a budget.
- Supervise, train and evaluate personnel.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Operate a personal computer in an on-line processing environment, utilize software application programs commonly used in the Assessor Department.
- Communicate clearly and concisely, both orally and in writing.
SELECTION PROCEDURE Training & Experience Rating (100%) Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
CONDITION OF EMPLOYMENTPrior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a credit check, voice stress analysis, and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required). $66.85 - $83.51/hour; $11,587.33 - $14,475.07/month; $139,048.00 - $173,700.80/year
