THE POSITION

THIS POSITION IS FOR THE WASTEWATER DIVISION

The Wastewater Collection Leadworker is the advanced-lead level classification. Positions in this class are responsible for the technical supervision and safety of a Wastewater field crew, in addition to the more complex and difficult construction, repair, and maintenance tasks in the Wastewater Collections Systems. The Leadworker position needs to be able to communicate clearly and effectively with their supervisor, their field crew, and the public.

IDEAL CANDIDATE STATEMENT
The ideal candidate for this position will have knowledge of Wastewater Collections regulations, procedures, and operations. They will also have basic computer skills, knowledge of Computerized Maintenance Management Systems (CMMS), the ability to utilize City email, complete routine forms and documents, and submit required reports as needed. The candidate will have strong leadership and interpersonal skills, as they will be working with multiple people assigned to their field crew. They will be capable of good decision making and working independently to accomplish their daily tasks in a safe, efficient manner.

To perform skilled work in the construction, maintenance, and repair of water distribution, wastewater collection, and storm drainage systems and assests; and to provide lead guidance and direction to the work of a water, wastewater, and drainage field crew.

DISTINGUISHING CHARACTERISTICS
This is the advanced-journey level classification. Positions in this class are responsible for technical supervision and safety of a water, wastewater, and drainage field crew, in addition to the more complex and difficult construction, repair, and maintenance tasks in the water, wastewater, and drainage areas.

The Utilities Operations and Maintenance Leadworker is distinguished from the entry-level classification of the Utilities Operations and Maintenance Serviceworker in that the former is responsible for lead direction and technical supervision but does not discipline; it is also distinguished from the next higher-level classification of Utilities Operations and Maintenance Supervisor, which provides direct supervision of the day-to-day operation.

SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a Utilities Operations and Maintenance Supervisor or higher-level management. Responsibilities include lead direction and technical supervision of Utilities Operations and Maintenance Serviceworker and Utilities Operations and Maintenance Serviceworker Apprentice positions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

QUALIFICATIONS

Knowledge of, depending on assignment: Ability to :EDUCATION AND EXPERIENCE:

Education :
High School diploma or G.E. D. equivalent.

Experience :
Three years of experience as a Utilities Operation and Maintenance Serviceworker in the City of Sacramento, which must include one year in the specialized area (water, wastewater, or drainage).

OR

Six years of work experience in installation, construction, and/or repair of: water distribution, sewer, drainage collection, or waterway systems.

SPECIAL QUALIFICATIONS:

Driver License: Certificate :
For appointments in Water Distribution: Possession of a Water Distribution Operator Grade II Certificate issued by the State of California is required at the time of appointment.

For appointments in Wastewater and Drainage: Possession of a Collection Systems Maintenance Grade II Certificate issued by the California Water Environment Association (CWEA) is desirable.

Assessment:

If considered for appointment, candidates must pass a pre-employment background and medical exam, including a drug test.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Physical Requirements:

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.

Environmental Conditions: Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.

Work Conditions: Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

Employees may be required to work various shifts, and/or on-call to respond to emergencies on evenings, weekends, and holidays.

Respiratory Protective Equipment : Work in this class requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment.

Residency Requirement : Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X Streets, 29th-30th Streets within one year following appointment.

PROBATIONARY PERIOD

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

TEST EXEMPTION - If you have previously taken the Utilities Operations and Maintenance Leadworker (Wastewater) exam within the past year of the final filing date of this posting, you may be considered exempt from taking the Utilities Operations and Maintenance Leadworker (Wastewater) Exam.

5. Eligibility - Candidates who pass the performance test will be placed on an eligible list. The hiring department may contact those on the eligible list for an interview at any time during the life of the one-year list. Candidate’s eligibility expires year from the date of notification of a passing score for the Utilities Operations and Maintenance Leadworker (Wastewater) examination. Candidates can take the examination at any time to maintain eligibility.

6. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan / fingerprinting; review by Human Resources, a pre-employment medical exam, controlled substance and / or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
