Description
TPWD MISSION To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :
Under the direction of Administration and Finance Branch Manager, this position performs s routine (journey-level) staff services work across multiple staff and business services functions. Duties involve several staff services functions such as human resources, accounting, budgeting, purchasing, and property management. Provides assistance to several positions such as directors, supervisors/managers, and division staff related to various staff services functions. Prepares, edits and distributes correspondence, reports, forms and documents. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
ESSENTIAL JOB DUTIES: % of Time Essential Job Duties by Category 50%
Travel, Records and/or Property Management Duties :
Prepare travel vouchers for division staff and monitor the travel problem log to ensure immediate action on corrections. Enter data into the division travel voucher tracking system Leads administrative activities in the Support Resources Division programs including Records, ADA, Policy, Fleet & Radio, HQ Facility Management, Risk Management, and Sustainability. Organize and maintain required division files; prepare envelopes and packages for both regular mail and FedEx shipments; collect and review articles submitted for Division Quarterly Newsletter and insure publishing it on time; update and maintain birthday and anniversary list; update and maintain SR Division website. Serve as the division property liaison, ensuring that the annual property inventory is completed on time by division staff. May coordinate and schedule travel for agency employees and serve as travel coordinator. May perform record retention work and coordinate with staff on disposal of records according to the agency retention schedule. May analyze internal processes and assist with recommending and implementing procedural or policy changes to improve operations. May maintain equipment, materials, and supplies.

Other Division Specific Job Duties:
May provide backup support to the Directors Office. Provides a high level of customer service to both internal and external customers; provides information and assistance as requested. Performs multiple administrative functions and activities, including, and not limited to, phone coverage, restocking office supplies, maintain and organize supply room; office equipment maintenance, search and reserve vehicle from agency fleet or another division fleet; conference call setup and minute taking, Sign off on the completion of annual inventory form and any related required paperwork according to FR division instructions

Purchasing and Accounting Duties:
Receipt all invoices for the Division Purchaser to initiate payment process. Ensure that paperwork for training and membership registration is completed and signed, then route it to the Division Purchaser for payment. May also assist with setting up new vendors in the CAPPS system. May order merchandise, supplies, and equipment in accordance with state and agency requirements. May prepare and track all procurement requests in accordance with all state and agency requirements. May process purchase orders, and maintain inventory.

Human Resource Duties:
In consultation with the Human Resources Division, prepares, edits, and distributes correspondence, reports, forms, and documents. Review the DBC report provided by HR. Ensure that all employees have accurately recorded their time sheet entries and have completed their certifications by the specified deadline May coordinate and schedule training for agency employees. May coordinate and assist with developing job postings, screening applicants, scheduling interviews, preparing binders and developing job offer; and may answer policy and procedure questions on promotions, demotions, merit increases, transfers, and separation of employees.

Qualifications: GENERAL MINIMUM QUALIFICATIONS :
Education :
Graduation from High School or GED.
Experience :
Experience in performing several staff services functions such as office management, business administration, human resource administration and purchasing.
Experience providing assistance to several positions such as directors, supervisors/managers, and staff related to various staff services functions.
Experience preparing, editing, and distributing correspondence, reports, forms or documents.
Three years' experience preforming administrative support duties.
NOTE: Experience may have occurred concurrently
Licensure :
Must successfully complete the Texas Comptroller of Public Accounts Basic Texas Purchaser Course within six months of employment hire date as required by agency or divisional leadership.
Attend EIR accessibility learning within six months of employment as assigned by supervisor.
NOTE: Retention of position contingent upon obtaining and maintaining required license and completion of required training.
ACCEPTABLE SUBSTITUTIONS :
Experience :
Graduated from an accredited college or university with a bachelor's degree and major course work in business, public administration, or related field can be substituted for two years of the required experience in performing several staff services functions such as office management, business administration, human resource administration and purchasing.

Required to travel 5% with possible overnight stays.
Required to conform to dress and grooming standards, work rules and safety procedures.
Required to follow non-smoking policy in all state buildings and vehicles.
