ABOUT THE POSITION

There is currently one (1) Full-Time, Regular Hire Engineering Technician III vacancy in the Stormwater Division.

The Stormwater Division within the Department of Public Works provides a variety of stormwater-related and environmental compliance services, including planning, training, outreach, and education for several County departments, other government agencies, businesses, the public, and the Marin Countywide Stormwater Pollution Prevention Program (MCSTOPPP - a joint program supporting the 11 cities and towns and the County in meeting state and federal stormwater requirements).

Under the direction of the Stormwater Program Administrator, the Engineering Technician III has a key role in implementing stormwater program objectives by performing field and office work emphasizing inspection, investigation, public education, and enforcement related to stormwater regulations.

The incumbent is responsible for investigating and documenting illicit discharge complaints, construction site discharges, and other potential sources of stormwater pollution; conducting commercial, industrial, and municipal facility inspections; evaluating and mapping of both public and private stormwater treatment and conveyance infrastructure.

Additional responsibilities include supporting water quality monitoring activities such as sample collection, data analysis, and preparation of technical reports to meet National Pollutant Discharge Elimination System (NPDES) permit and regional water board requirements. The Engineering Technician III also assists with outreach and training for contractors, businesses, municipal staff, students, and members of the public on stormwater best management practices (BMPs) and pollution prevention measures.

The position requires the use of office software, Geographic Information Systems (GIS), asset management, and database tools to track stormwater facilities, inspections, and enforcement actions, as well as to support program documentation and reporting.
Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

This individual brings a solid understanding of stormwater management principles, water quality protection, and environmental regulations, and is motivated by a commitment to public service and environmental stewardship.

The ideal candidate possesses demonstrated experience in the inspection and evaluation of stormwater systems, including public and private treatment infrastructure, and is adept at identifying, documenting, and resolving issues related to illicit discharges and construction site runoff. They are familiar with BMPs for pollution prevention, stormwater facility maintenance, and erosion control, and can interpret and apply applicable NPDES permit requirements, local ordinances, and engineering standards.

This individual has experience conducting field investigations, collecting and analyzing water quality data, and using GIS and database tools to support mapping, tracking, and reporting efforts. They are equally comfortable communicating with contractors, property owners, and agency partners to promote compliance through education, outreach, and enforcement.

The ideal candidate is collaborative, resourceful, and capable of supporting training efforts for municipal and field staff on stormwater inspection and maintenance procedures. They take initiative, maintain meticulous records, and bring a solutions-oriented approach to the challenges of maintaining compliance and protecting local waterways.

Equivalent to graduation from high school, supplemented by at least one course in each of the following: trigonometry and computer-aided drafting, and four years of experience in engineering work at a sub professional level. (Two years of college engineering courses may be substituted for two years of the required experience on a year for year basis and/or one year of computer-aided drafting experience may substitute for the drafting course.)
