To view the position brochure: https://issuu.com/cityofweatherford/docs/assistant_director_of_water_utilities_brochure_4_?fr=sODFmMTg5NzQwMTI Job Summary: Under general direction of the Director of Water Utilities, employee plans, develops, coordinates and directs engineering activities related to water and wastewater infrastructure; drainage evaluations and improvements to ensure adequate capacity and optimize reliability and efficiency with safe, economical construction.
Roles and Responsibilities: - Manage overall daily operations of the water and wastewater treatment facilities.
- Manage, direct, coordinate, schedule, monitor and evaluate the work of subordinates, including interviewing applicants and imposing disciplinary measures when required in a professional manner.
- Coordinate, schedule, monitor and evaluate the work of contractors engaged in the daily operation, repair, installation, and maintenance of the water and wastewater treatment facilities.
- Assist management with training of staff relating to performance, safety, emergency response plans, etc.
- Assist management by continually seeking ways and means to reduce departmental costs and enhance delivery of projects.
- Maintain, or direct the maintenance of, permanent regulatory and engineering records and updating of facility maps.
- Develop, or oversee the development of, policies, procedures and methods to be followed by subordinates.
- Compile, compose, review and edit various types of reports such as performance reports, maintenance records, etc. in an accurate and timely manner.
- Research, request, and recommend various types of equipment used by the water and wastewater treatment facilities including vehicles, equipment, tools, etc.
- Prepare vulnerability assessments and emergency response plans.
- Provide long range and short-range program planning of improvements to water/wastewater infrastructure, to enhance the delivery of the best public service possible within budgeted funds.
- Make recommendations for and administer Division budgets.
- Create, coordinate and plan water and wastewater utility projects with contractors and other City departments in a professional manner.
- Review/interpret engineering criteria and designs for water and wastewater to ensure compliance with guidelines, State, Federal and City regulations.
- Provide recommendations for capital improvement projects at water and wastewater treatment facilities.
- On assigned contract projects, acting as Owner’s Representative; track schedules, budgets, contractor pay estimates, change orders and other requirements and documentation contained in project contract documents. Ensure project delivery is in accordance with contract documents.
- Coordinate maintenance and construction projects with other City personnel to assure efficient operation of treatment facilities.
- Recommend and coordinate duties, projects, engineering design and construction activities with field and contract personnel, other City departments and outside agencies such as engineering firms in a professional manner.
- Prepare various reports and presentation documents suitable for the Municipal Utility Board, City Council and/or the general public in a timely and accurate manner. May be called upon to present information at Municipal Utility Board meetings, City Council meetings, or to the general public.
- Develop, compile, prepare, distribute and present various types of special reports, and studies in an accurate and timely manner.
- Compile data for and prepare information to be incorporated into legal documents such as ordinances, bond issuances and regulatory agency permits.
- Review contract agreements for accuracy and recommend desirable changes.
- Establish and maintain an effective working relationship with regulatory agencies, engineers, contractors, city personnel and the general public.
- Coordinate and assist with various City departments regarding plans for water and wastewater treatment facilities.
- Investigate citizen complaints and recommend appropriate action to be taken.
- Attend monthly Municipal Utility Board meetings.
Qualifications• Bachelor of Science in Civil Engineering or a related field. • Five years’ experience with water/wastewater treatment and infrastructure, and project management OR by any combination of training and experience leading to the described level of knowledge and skill. • Registration as a Texas Professional Engineer, or ability to obtain within six months, is preferred. Individuals with Class A TCEQ certification in water and/or wastewater treatment may be considered. • Must have a valid Class C Texas Driver’s License, and driving record must meet or surpass guidelines as set forth by the City. • Three years of supervisory experience in management capacity.
