TYPICAL DUTIES:

Duties and responsibilities may include, but are not limited to, the following:

• Effectively manage the planning and delivery of the District’s capital program, operation of the HHW Program and other environmental programs, timely review of development applications in accordance with District Code, and allocation of resources and functional responsibilities.
• Develop and monitor the department and division budget and participates in the District’s budget cycle and preparation.
• Supervise department staff by providing training, regular performance evaluations, guidance, and other actions to motivate and promote staff development.
• Identify opportunities to improve ESD efficiency and effectiveness, and manage the implementation of improvements and/or updates to related policies and procedures.
• Ensure completion of ESD work activities in a manner consistent with District policies and procedures, applicable laws, codes, statutes, and regulations.
• Review information for equipment purchases and engineering projects involving application of multiple legal, technical, or regulatory requirements.
• Track and analyze regulatory, legislative, and industry changes that may impact environmental and HHW programs and recommends approaches to address these changes, including advocacy, as needed.
• Ensure projects are planned, designed, and constructed, and equipment is purchased to meet technical requirements while adhering to the approved budgets and schedules, public contracting law (where applicable), District policies and procedures, and other requirements (e.g., grant terms).
• Coordinate updating the District’s five-year Capital Improvement Program (CIP) to incorporate relevant project information, fiscal constraints, stakeholder input, and District initiatives.
• Review the accuracy of engineering records and directs the maintenance of engineering records.
• Perform engineering calculations, conducts design work, administers capital and maintenance projects contracts, and maintains accurate records.
• Manage engineering and environmental projects and programs with consultants, contractors, other governmental entities, and District staff.
• Support preparation of application materials and administrative reporting for projects with state and federal funding sources.
• Coordinate regulatory permit inspections, permit renewal applications and negotiations (e.g., National Pollutant Discharge Elimination System, air quality), responses to notices of violation, and other interactions with regional, state, and federal regulatory agencies with appropriate District staff and management.
• Perform complex professional engineering work related to the planning, design, and construction of District projects.
• Prepare and present articulate and effective presentations to management, the Board, other agencies, industry organizations, and the public; may represent the District in meetings with industry organizations, other agencies, and the public.
• Recommend and coordinate public outreach strategies for the HHW Program.
• Lead internal teams that analyze historical operating and laboratory data and investigates District facilities and operations to assess compliance with environmental regulations.
• Coordinate with other departments and divisions during the regular course of business and as part of disaster recovery plan activities.
• Participate in District related civic events, and activities of community and professional organizations; and attend meetings and make presentations.
• Provide coverage for work assignments assigned to other staff during short-term, temporary absences on an as-needed and/or assigned basis.
• Effectively perform other work duties and responsibilities consistent with the position on an as-needed and/or assigned basis.

• Establish and maintain effective relationships with other staff members, staff of other agencies, professional organizations, and other relevant stakeholders.

• Participate and lead teams engaged in District projects and organizational activities.
• Provide appropriate, timely, and customer-service focused responses to inquiries from the public.

• Understand and conform with the District’s Safety Program.

Knowledge of:

• Current principles and practices of engineering planning, design, construction, and operation as applied to wastewater and recycled water treatment, collection systems, recycled water distribution systems, and related facilities.
• Materials, methods, and equipment used in the construction, operation, and maintenance of recycled water and wastewater systems.
• Applicable federal, state, and local laws, codes, and regulations.
• Legal, regulatory, and safety requirements applicable to public works projects.
• Project management strategies to manage public utility projects.
• Current products, literature, and emerging technologies regarding engineering theory and practices.
• Principles and techniques for working with groups and fostering effective team interactions.
• Customer service techniques to effectively interact with the public, vendors, contractors, and District staff.
• Principles of supervision, techniques for training, motivating, and developing employee skills and conducting formal performance evaluations.
• Legal requirements for the security and maintenance of confidential personnel records.
• Organization and functions of an elected Board of Directors, the Brown Act and other laws and regulations governing the conduct of public meetings.
• Principles and practices of budget preparation, implementation, and monitoring.

 Skills and Abilities to:

• Plan, direct, and implement Engineering Division activities related to the District’s CIP and general engineering support.
• Prepare and administer operational and capital project budgets.
• Provide professional leadership for engineering functions and activities.
• Develop and implement engineering-related policies and procedures.
• Evaluate, plan, and establish a sequence of actions for multiple projects to progress toward specific objectives.
• Interpret and correctly apply District code, standards, policies and procedures, and appropriate state and federal laws, codes, and regulations.
• Review, oversee, and administer engineering studies, design, and construction projects.
• Evaluate, plan, and establish a sequence of actions for projects to progress toward specific objectives.
• Communicate ideas, provide direction, and assert a point of view in complex and controversial situations to a wide variety of audiences with varying levels of technical expertise.
• Read and understand engineering documents, including plans and specifications, from multiple engineering disciplines.
• Understand direction, conceptual ideas, plans, and initiatives provided by other District staff.
• Perform mathematical, statistical, geometric, and algebraic calculations common to civil engineering work.
• Perform professional engineering studies, design work, and related field duties.
• Perform physical tasks associated with planning, design, and construction project administration.
• Apply proper safety procedures as appropriate for the project environment.
• Establish, maintain, and foster positive and effective working relationships.
• Use tact, initiative, prudence, and independent judgment within District policy, procedural, and legal guidelines.

Salary:

$7,779.09
