The Monterey County Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California, the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County, the County's school districts, and many of the County's special districts. The primary responsibilities of the Treasurer-Tax Collector include the billing, collection, reporting and accounting for all real and personal property taxes levied in the County, transient occupancy and cannabis business taxes levied in unincorporated county areas, and business license monitoring and collection; banking and investment of county, school and special district funds; and collection enforcement for Superior Court fines. The department of the Treasurer-Tax Collector consists of three divisions: Tax Collection, Treasury, and Revenue.

The Revenue Officer I position is located within the Revenue Division, whose primary function is to act as the collection agent for Monterey County Superior Court's criminal fines and fees, and delinquent traffic fines. Additionally, the Revenue Division acts and is committed as the collection agent for the Probation Department, Sheriff's Office and Public Defender's Office. The division leverages technology with automated systems, including a predictive dialer system, and operates in the same manner as is recognized as a Comprehensive Collection Agency as outlined in Section 1463.007 of the California State Penal Code. In addition, the Revenue Division adheres to FDCPA and FTB guidelines.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

Recovers money owed to the County on current and delinquent accounts through written correspondence and personal contacts. Provides backup assistance for incoming Revenue Division telephone calls. Uses skip tracing methods to identify/locate persons with unpaid debts to the County. Interviews individuals who have incurred debts with the County to determine ability of the debtors to pay delinquent amounts owed. Negotiates payment arrangements with debtors and extend terms of payment within established guidelines. Keeps accurate records, creates memos and prepares reports as needed. Examples of Experience/Education/Training

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Two years of general office clerical work, including one year entry level experience demonstrating public contact in connection with the collection of delinquent accounts , or general collection activity at a collection agency or similar entity;

OR

One year of demonstrated experience in the extension of credit, loans, or collection work in a collection agency, government agency or business having a comprehensive collection function.
