ABOUT THE POSITION

A recruitment is currently being conducted to fill a Fixed-Term Business Systems Analyst in the Children and Family Services (CFS) Division of the Health and Human Services Department (HHS). This Business Systems Analyst will be responsible for leading the Division’s transition to the new Child Welfare Services - California Automated Response and Engagement System (CWS-CARES) case management system, including coordinating and leading the transition of over 65 end users. They will also act as a CFS representative at regional and statewide learning collaboratives and committees, providing feedback on policy and/or system changes that will impact Division personnel and other stakeholders. They will lead a team including two Senior Child Welfare Workers, who will also act as trainers and technical experts who support staff on an ongoing basis with CARES. Additional responsibilities include:

Fixed-Term:
This is a fixed-term position. This position is budgeted through March 14, 2029. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and converted to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

Hybrid Schedule:
The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

MINIMUM QUALIFICATIONS

Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor's degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work and two years of responsible journey level experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities. Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.
