ABOUT THE POSITIONA recruitment is currently being conducted to fill a Fixed-Term Business Systems Analyst in the Children and Family Services (CFS) Division of the Health and Human Services Department (HHS). This Business Systems Analyst will be responsible for leading the Division’s transition to the new Child Welfare Services - California Automated Response and Engagement System (CWS-CARES) case management system, including coordinating and leading the transition of over 65 end users. They will also act as a CFS representative at regional and statewide learning collaboratives and committees, providing feedback on policy and/or system changes that will impact Division personnel and other stakeholders. They will lead a team including two Senior Child Welfare Workers, who will also act as trainers and technical experts who support staff on an ongoing basis with CARES. Additional responsibilities include:
- Understanding the impact of system and business process changes due to migration to CWS-CARES, and communicating it to all impacted users
- Coordinating and working with teams of staff and subject matter experts to develop and document new business processes
- Supporting the implementation of system and business process changes and drafting policies and procedures
- Facilitating discussions with program staff to identify areas needing system improvements and communicating those needs to Child Welfare Digital Services (CWDS)
- Overseeing and providing training on the new case management system and related business processes
- Acting as a resource for questions about complex system problems and providing tools to assist staff
- Creating and maintaining a communication plan to ensure CWS-CARES updates are provided to all Division staff, HHS leadership, community partners, and other stakeholders
Fixed-Term:This is a fixed-term position. This position is budgeted through
March 14, 2029. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and converted to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.
Hybrid Schedule: The Health and Human Services Department has embraced a
hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOU Our Highly Qualified Candidate The ideal candidate will possess:
- Substantial experience with one or more large case management systems, ideally CWS/CMS
- Experience understanding, defining, and documenting existing business processes and revise them to fit under the new system of CARES
- The ability to facilitate discussions about end user and agency needs
- Experience with business intelligence tools such as Crystal Reports, Business Objects BI, Tableau, or other systems
- Experience planning and leading large data migration projects, especially those with mission critical components
- Experience providing training to large groups and/or developing training materials
- The ability to translate program verbiage to system change specifications or technical requirement documentation
- Experience with the integration of multiple business/software platforms
- The ability to work in a fast paced, ever-changing environment
- Excellent interpersonal skills, and the ability to work with a diverse group of managers and staff
- Strong verbal and written communication skills, decision making, public speaking, and problem-solving skills
- Experience with PowerPoint and advanced Excel skills
QUALIFICATIONS KNOWLEDGE OF
- Principles, business processes, and practices related to the assigned area. Business systems applications in program area of assigned work.
- Procedures and practices for testing business functions within ERP systems and applications.
- Application software including project management, presentation, spreadsheet, and word processing applications.
ABILITY TO
- Lead discussion with managers and end users to define and document business requirements; develop and document business and technical process, functions and procedures.
- Coordinate with end users and technology staff to implement new releases of software, new functionality and system patches.
- Develop an understanding of departmental business processes and technology requirements.
- Read and interpret a variety of technical manuals and instructions designed for automated applications.
- Plan, direct and review the work of staff; instruct staff in work procedures; provide input into selection, work evaluation and disciplinary decisions.
- Communicate effectively both orally and in writing, including writing clear, concise and detailed instructions, procedures and reports.
- Establish and maintain effective working relationships with persons contacted in the performance of duties.
MINIMUM QUALIFICATIONS Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor's degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work
and two years of responsible journey level experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities. Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.
