Workforce Development Board The County of Monterey Workforce Development Board (WDB) is a unit within the County Administrative Office. The purpose of the WDB is to provide strategic planning, policy development, oversight, and evaluation of programs and services offered through the Workforce Innovation and Opportunities Act. The vision of the WDB is to improve the local workforce and educational systems to meet the needs of local business. The WDB includes businesses and community leaders who reflect a strong alignment across business, labor, education, economic development, and youth-serving organizations. The WDB oversees three Career Centers located in Salinas, Marina and Seaside to ensure that our local residents have access to the skills, training, and education needed to meet the demands of local employers for a qualified and trained workforce for the 21st century.
The Management Analyst I in the County Administrative Office - Workforce Development Board will work under direction to perform a broad range of administrative analytical duties of moderate scope and complexity. The Management Analyst I will be responsible for the oversight and development of contracts with educational providers, monitoring and oversight of services offered, and program performance. The MA I will be responsible for providing staff reports, quarterly and annual reports, and workforce program evaluations to the WDB. Job duties include, but are not limited to: assist with the development of reports, contracts, memos related to WDB committee meetings and functions, prepare and present written and oral report to the MCWDB and committees, assist in monitoring programmatic WIOA grant recipients, and provide both written and oral reports to the WDB and its committees, project management of regional grants and contracts, etc.
Health Department Health Department: The Animal Services and Public Health Bureaus of the Health Department are seeking individuals to fill Management Analyst I vacancies.
Animal Services Bureau : Hitchcock Road Animal Services (HRAS) is a Joint Power Agency between the County of Monterey and City of Salinas. The County of Monterey acts as the lead agency and all employees are hired by the County of Monterey. While protecting, promoting, and enhancing the health, safety, and quality of life for companion animals and people within Monterey County, Animal Services performs duties that include field services for the impoundment of animals roaming at large; the treatment, control, and prevention of rabies in animals; the permitting of kennels, pet shops, rooster keeping in Monterey County; as well as responding to animal nuisance and code issues such as aggressive animals, dog barking, animal bites and enforcement of local animal related ordinances. Animal services also provides animal sheltering for stray and lost animals found in the County of Monterey, City of Salinas and other contracting cities; pet licensing for dogs and cats as required by state and local ordinances; veterinary services for care of and spay/neuter of animals that are housed within the shelter; and volunteer and education services that has a robust volunteer program and provides education and community outreach to increase and promote responsible pet ownership and HRAS services.
HRAS is seeking an individual to fill the Management Analyst I role with someone who is detail oriented, has excellent intrapersonal and analytical skills in order to further enhance organizational efficiencies as they relate to the administrative functions within Animal Services. The incumbent will focus on overseeing projects that may include analyzing and preparing data for reports and grants and overall transparency within Animal Services, managing records requests for the department, and overseeing invoicing and related contracts.
Public Health Bureau : is responsible for providing services that prevent and reduce morbidity and mortality associated with infectious diseases, chronic diseases, public health disasters, trauma, violence, environmental exposures, pregnancy, parenting, and long-term health conditions. The Public Health Bureau also provides credible information to support informed health decisions and partners with federal, state, and local organizations to advance effective public health practices and policies.
The Health Department’s Public Health Bureau is seeking an individual with excellent organization, analytical and interpersonal communication skills to fill a vacant Management Analyst I position on its administrative team. Responsibilities may include grant development and oversight, budget preparation and monitoring, researching policies and procedures, planning and coordinating projects and activities, drafting reports, analyzing data, and presenting and interpreting information. The individual will also serve as the department’s Human Resources Liaison by providing recruitment support, coordinating position requisitions, working with hiring managers throughout the hiring process, and serving as a point of contact with the Human Resources Division.
This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
Examples of Duties- Analyzes, researches, gathers and interprets information on a wide variety of management matters such as budgets, legislation, programs, contracts and staffing.
- Prepares and presents written and oral reports on recommendations, data, impacts, options, strategies and conclusions that are based on analyses.
- Implements and evaluates policies, procedures and programs related to the assignment.
- Works closely with managers and other staff within the department and the County to anticipate, obtain and provide ongoing and accurate information.
- Researches, interprets and complies with local, state and federal codes, regulations, laws, policies, procedures and guidelines.
- Obtains data/information from internal and external departments and agencies in regard to areas being analyzed such as funding sources, interdepartmental activities, and programs.
- Make recommendations regarding policies, procedures, organization, operations, programs and other management-related areas.
- Develops, prepares, modifies and monitors items/areas such as budgets, grants, research projects, and contracts.
- Coordinates activities related to projects, programs and/or other areas being analyzed.
- Interprets policies and procedures to department staff, County employees and external agencies and individuals.
- Plans, develops, conducts and evaluates training/informational programs for staff and/or the public on administrative or management issues.
- Attends or serves as management liaison at meetings/functions such as committees, task forces, community forums, commissions, and conferences.
- Provides direction to internal and external parties on assigned projects and activities.
- Performs other related duties.

- Possess and maintain a valid California Class C driver license at the time of appointment and maintain a satisfactory driving record or provide suitable transportation which is approved by the appointing authority.
- Be available to work a flexible schedule, including evenings, weekends, holidays, be subject to holdover and callback duty, and during times of disaster and/or emergency.
