The PositionChild Welfare Services Division for Health and Human Services Department is looking for a Staff Services Manager to join their leadership team and help build the infrastructure that keeps our community's most vulnerable families safe and thriving.
As a Staff Services Manager, you will manage at a minimum the following program units in the Child Welfare Services Division:- Staff Development and Training - responsible for the Title IVE MSW Intern Program, hiring and onboarding of new staff and ongoing professional development and training opportunities for existing staff in accordance with state mandates and training requirements.
- Staff Services Analyst Unit - responsible for the coordination of Continuous Quality Improvement efforts to include quarterly Child and Family Case Reviews, contract development and fiscal monitoring, policy and procedure development and performance management programs and supports.
- Clerical Staff and Legal Clerks - office management and legal processing of juvenile court documents.
- Community Prevention Manager - responsible for the full implementation and oversight of the Family First Prevention Services Act Comprehensive Prevention Plan.

Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off:- 3.5% COLA increase effective 7/1/2026

POSITION REQUIREMENTS Experience and Education : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Four years of increasingly responsible experience in a staff services function performing duties involving administration, management, personnel, fiscal analysis, staff development, or data processing including two years of related project management, administrative, and supervisory responsibility.
Education: A Bachelor's degree from an accredited college or university with major course work in business administration, public administration, accounting, local government, systems analysis, personnel, or a related field.
License or Certificate: Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
