ABOUT THE ROLE:
This position supervises the work of a group of Deputy Probation Officers engaged in professional probation work involving the investigation or supervision of adults convicted of violations of law, the investigation or supervision of delinquent and non-delinquent children and juveniles, or other specialized probation service.

Essential Job Functions

• Supervises Deputy Probation Officers engaged in the investigation and evaluation of cases of adult applicants for probation, the supervision of adult probationers, the investigation, placement, and supervision of children and juveniles, and the investigation of adoption and other cases.
• Supervises subordinate staff who is engaged in the care and custody of youth assigned to a probation facility.
• Has immediate supervisory responsibility for a specialized probation function such as intake detention control, or special court services.
• Reviews files and cases periodically and confers with Deputy Probation Officers concerning methods, procedures, and recommendations, and interprets policy as necessary.
• Has immediate supervisory responsibility for a probation camp on an assigned shift or 24-hour responsibility for an organizational unit of a juvenile hall.
• Confers with superior officers regarding unusual cases, policies, and personnel matters.
• Confers with management staff regarding unusual or highly complex problems.
• Actively participates in in-service training programs and staff development activities.
• Confers with probationers, parents, relatives, attorneys, judges, and other interested persons.
• Conducts correspondence and supervises the maintenance of necessary records.
• Instructs and trains staff in group control techniques, safety, security precautions, and other operational procedures.
• Resolves the more complex problem situations.
• Ensures compliance by subordinate staff with facility and departmental rules and regulations.
• Responsible for specialized units or functions such as intensive care units or night shift care and custody.
• Ensures that accurate and timely charting and record keeping activities are maintained, and makes reports as required.
• Acts as Officer of the Day of the facility.
• Evaluates the performance of subordinates and takes corrective action as needed.
• Assesses possible violations of policy involving staff and/or youth and refers for investigation as necessary.
• Recommends new or revised operational procedures.
• Ensures that the transportation of youth to other Probation facilities, courts, or other locations is carried out.
• Directs officers, de-escalates and appropriately intervenes to deter or end an incident by following established de-escalation guidelines or tactics.

Requirements

Requirements to Qualify:

Graduation from an accredited four-year college or university with a Bachelor's degree* - AND - Three years of experience in probation or parole work at the level of Deputy Probation Officer II** or higher AND must have completed Probation Officer Core (POC) training or Juvenile Correction Officer Core (JCOC) training AND PC 832***.

Appointees will be required to meet State-mandated CORE training requirements as defined by Standards for Training in Corrections (STC) within one (1) year of appointment, per STC guidelines.

Positions to this class will be required to possess a certificate of completion of a 40-hour introductory training course on the laws of arrest under Penal Code Section 832 and Commission on Peace Officer Standards and Training (POST) within 90 days of appointment to the position.

In addition, the following qualifications for designation as a Peace Officer within our department must be met at the time of hire:

1.) No Felony Convictions

2.) Work Requirement - Peace Officer must be legally authorized to work under federal law.

3.) At least 21 years of age

*To receive credit for your education, include a legible copy of your official diploma, official transcript, or letter/certificate from an accredited institution within seven (7) days of filing your application. The document should show the date the degree was conferred and be in English. **The level of Deputy Probation Officer II is defined as:

Performing professional level staff services in either a Probation Department residential facility or a detention services facility that includes any of the following tasks/duties: monitoring program needs, providing direct supervision of youth, coordinating casework services, coordinating security dorm operations, providing community liaison and public relations, performing case management activities, providing treatment and counseling services.

and/or

Performing professional level probation work in the community that includes any of the following task/duties: investigating adults and/or juveniles charged with or convicted of law violations, recommending sanctions to the courts, supervising adult and juvenile probationers, enforcing court orders, detaining probationers in violation of probation conditions, implementing programs designed to reduce crime and protecting the rights of victims.

***Applicants must provide a legible copy of their Board State and Community Corrections (BSCC) Standard and Training for Corrections (STC) transcripts and/or certificate at the time of filing application or within seven (7) days of submitting an application. Otherwise, we will disqualify you. Required POC Academy or JCOC Academy completion upon appointment or within one (1) year of appointment, per STC guidelines.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:

4- Arduous: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.
No withhold or out of class will be accepted for this exam.

VETERANS CREDIT
If you are a veteran, you may be eligible for veteran's credit, which is an additional 10% of the total points added to a passing score. SUPPLEMENTAL QUESTIONNAIRE
The supplemental questionnaire contains pre-investigative questions that will be utilized as part of the background investigation process to ensure applicants meet the selection requirements and standards set forth by the Los Angeles County Probation Department. The second section of the questionnaire contains questions about your willingness to perform critical responsibilities of the job. Applicants who fail the supplemental questionnaire will be disqualified and have to wait six (6) months to reapply.

WORK CONDITIONS


California Penal Code 830.5 states that Probation Officers are peace officers whose authority extends to any place in the state while engaged in the performance of the duties of their respective employment and for the purpose of carrying out the primary function of their employment or as required under Sections 8597, 8598, and 8617 of the Government Code. The authority and expectations of probation officers extend to:

1.) Conditions of parole, probation, mandatory supervision, or post release community supervision by any person in this state on parole, probation, mandatory supervision, or post release community supervision.
2.) The escape of any inmate or ward from a state or local institution.

3.) The transportation of persons on parole, probation, mandatory supervision, or post release community supervision.
4.) Violations of any penal provisions of law which are discovered while performing the usual or authorized duties of the officer’s employment.

5.) The rendering of mutual aid to any other law enforcement agency.

As Peace officers, under the authority cited above, sworn Probation staff may need to address an escape, maintain supervision needs or quell illegal activity. Such duties may involve physical use of force, including restraining youth and/or adults. Therefore, any Probation Peace Officer position duties must include the ability to perform physical restraints on any person under probation, mandatory supervision, or post release community supervision (i.e., Field or Institutions).

BACKGROUND INVESTIGATION

Before we can appoint you to the position, a thorough background investigation will be conducted, which may include, but is not limited to, the following:

Candidates who are found unsuitable for employment will be removed from the eligible register pursuant to Civil Service Rule 6.04, including but not limited to the following:

• Who is guilty of conduct not compatible with County employment, whether or not it amounts to a crime;
• Who has been dismissed or has resigned in lieu of discharge from any position, public or private, for any cause which would be a cause for dismissal from County service; or whose record of employment has not been satisfactory in the County service, or with any other agency or firm;
• Who has abandoned any position in County service or been absent from duty without leave of absence duly granted;
• Who has a made material false statement or who has attempted any deception or fraud in connection with this or any other civil service examinations;
• Who refuses to execute the oath as prescribed by law;
• Who refuses to be fingerprinted;
• Who refuses to take or fails to pass the prescribed medical examination

This examination will consist of TWO (2) parts:

Candidates may be invited to participate in both Part I and II. However, only those that achieve a passing score of 70% or higher in Part I, will have Part II scored.

Part II : Evaluation of Training and Experience, weighted 50%, assessing:

• Experience supervising juveniles in an institutional setting.
• Experience overseeing juveniles and/or adults in the community.
• Experience performing administrative assignments.
• Supervisor/leadership training.

MULTIPLE-CHOICE AND SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Applicants must meet the requirements and receive a passing score of 70% or higher on each weighted parts of the exam to be placed on the eligible register.

• Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
• This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.
